(2) Additional Work Associated with PG&E's 230 kV Line Construction

PG&E completed the installation of its 230 kV underground transmission
line within the newly aligned roadway in June, 2003. Subsequent to the
completion of the PG&E work, there was significant ground settlement
adjacent to the 230kV duct bank trench that had to be corrected by the
PG&E contractor, Mueller Pipeliners. This corrective work impacted
completion of the roadway construction, resulting in a number of change
orders to the original roadway contract. To date, Mueller has paid
$136,000 to cover this extra work; however, an additional $66,000 has been
requested for additional sub-drain piping required as a result of the 230kV
line repair work. In addition to changes to the construction contract costs
indicated above, there were additional consultant costs (geotechnical and
survey) incurred for which reimbursement is being sought.

Other Work

Other work completed by the Greenbriar contractor, not part of the original construction contract,
included additional storm drainage facilities and joint trench facilities (electrical and telephone)
serving roadway street lights and the sanitary sewer lift station, as well as change orders to the
original contract work necessitated by changed conditions in the field. Much of this work was
anticipated to be completed in later phases of construction as residential development occurred.
However, as roadway construction progressed, it became evident that it would be prudent to
include this additional work in the current construction contract.

PROJECT BUDGET

This project was originally budgeted at $6.6M. As discussed above and as indicated in the table
below, there have been additional costs in completing this initial phase of Vineyard Avenue
roadway improvements. As also stated above, some of these costs will be covered by
reimbursements from PG&E and Michael Callahan, and those amounts will be returned to the
Specific Plan Fee account as payment is made.

SR:05:120
