He stated he is in agreement with staff <br />conditions. He gave his reasons for asking for a "High Density <br />Residential" zoning and noted that apparently none of the <br />neighboring residents object to the proposed amendment because no <br />one is present tonight to oppose it. <br /> <br />Commissioner Hovingh asked Mr. Madden how he felt about 20 <br />percent of the units being designated as affordable to moderate <br />housing. Mr. Madden thought it was a reasonable suggestion, <br />but felt it should be done at the development plan stage. He is <br />just asking for a General Plan Amendment. Mr. Swift said that <br />the policy established by the Council is not to make such <br />requirements of General Plan Amendments, but if the Commission <br />tells the applicant that is what they are looking for, staff is <br />going to be telling that to people who come in with a development <br />plan. He said it is an informal policy but not a requirement <br />that when land changes designation like this, the city is looking <br />for moderate income housing if it's a "for sale" project, or low <br />income if it's a "for rent" project. Commissioner Hovingh <br />suggested this be considered as input to the staff. <br /> <br />Gary Schwaergle, 189 W. Angela, suggested the property be split <br />into individual lots and sold individually.
