so. He noted that the Galaxy Theater used them for several
nights during their grand opening without prior approval.

Commissioner Hovingh asked whether it is the custom for the giant
balloon to be used in Pleasanton as it is frequently done in
Dublin. Mr. Swift indicated that the balloon known as the KKIQ
balloon can be used for one day as advertising.

commissioner Mahern said she had some concern about the use of a
band and asked how staff felt about this matter. Mr. swift said
that staff has no problem with the use of a band. The band would
play on only one day, probably a Saturday.

Commissioner Wright felt that a band would disturb more of the
neighbors on a Sunday, rather than a Saturday.

Commissioner Horan asked whether the grand opening is for
Pleasant Village or for one certain business such as Shell
Station. He said he would not want each business to have a grand
opening at some point in time. Mr. Swift replied that the grand
opening is for the entire complex; however, what could happen is
that with every new tenant they could have a grand opening
banner. This particular grand opening is slated for the entire
complex. Commissioner Horan said he would not favor a similar
grand opening for new tenants, but just a sign or something that
would attract people into the store from local traffic.

Commissioner McGuirk said he understood that a complex could have
up to four grand openings in a year. Mr. Swift agreed this was
true, and this included other promotional one-time events such as
outdoor displays. This is customary for all shopping centers.

THB PUBLIC BEARING WAS OPBNED.

Steve Thomas, 1321 Mt. View Boulevard, San Jose, represented the
application. He said the shopping complex is badly in need of a
grand opening. He noted that a number of tenants are present
tonight in support of the grand opening, in particular Jean Boehm
who is doing the organization of the event. The Shell Station,
Baker's Square and Trader Joe's are also taking a big part in the
event. He said they are all working to make it a very exciting
grand opening, with an auto give-away being the major attraction.

Chairman Mahern asked Mr. Thomas why he felt a spotlight was
necessary as the grand opening will only be from 10 am to 10 pm.
Mr. Thomas said they plan to spotlight the car; in addition, they
are trying to attract as many people as possible. He said the
date of the grand opening will be Saturday, March 30.

-

Jean Boehm, 102 Zinfandel, Pleasanton, also represented the
application. She further explained how the grand opening will

IIIJRlTBS PIJUOfING COIOIISSIOII FBBRUAJlY 27, 1991 Page 15
