Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City Council authorized the General Plan update in April 2003. Although most of the <br />General Plan work is being undertaken by staff, consultant technical assistance will be required <br />to complete certain aspects of the project. This report requests the approval of consultant <br />contracts for services related to the Draft and Final Environmental Impact Report, and for an <br />economic development plan and a fiscal/economic impact analysis for the General Plan. In the <br />future, the City Council will be asked to approve a contract for a General Plan noise element. <br /> <br />PROFESSIONAL SERVICES AGREEMENT WITH EIP <br /> <br />The proposed contract with EIP Associates is to prepare a Draft and Final Environmental Impact <br />Report for the General Plan Update. The Project Manager, Rod Jeung, will lead a team of EIP <br />professionals with technical experience in geology, hydrology, botany and biology, cultural <br />resources, and air quality. The technical work for the Transportation and Circulation section of <br />the report, including modeling of the project and alternatives, will be prepared by Dowling and <br />Associates under separate contract. An item extending and adding to the DoMing Associates <br />contract is also on this City Council agenda. The EIP budget includes 36 hours of professional <br />time under Traffic/Circulation to review and edit the material, and to integrate it into the EIR <br />document. The full scope of EIP's work is described in Attachment 1, Exhibit A, Scope of <br />Work. The proposed budget for the work is $133,000 (see Exhibit B). Staffis recommending <br />the City Council authorize the City Manager to approve additional work up to a total of <br />$146,300. The ten percent contingency would be authorized only for items not included in the <br />original scope of work such as additional public meetings or new issues not previously <br />identified. <br /> <br /> PROFESSIONAL SERVICES AGREEMENT WITH BAY AREA ECONOMICS (BAE) <br /> The proposed contract with BAE is to complete three primary tasks: <br /> <br /> · A study on existing economic conditions, including demographic and labor <br /> trends, key sectors for future job growth, and retail leakage and potential. <br /> · An Economic Development Plan, based on the strengths, weaknesses and <br /> opportunities identified above, and including an Action Plan for short-term <br /> implementation, and material which will be used in the Economic and Fiscal <br /> Element in the General Plan. <br /> <br /> SR 05:148 <br /> Page 2 of 4 <br /> <br /> <br />
