4T <br />THE CITY ~F em.~ <br /> <br /> City Council <br /> Staff Report <br /> <br /> June 7, 2005 <br /> Planning Department <br /> <br />SUBJECT: APPROVAL OF CONSULTANT AGREEMENTS FOR <br /> PROFESSIONAL SERVICES RELATED TO THE GENERAL PLAN <br /> UPDATE WITH EIP ASSOCIATES (FOR THE ENVIRONMENTAL <br /> IMPACT REPORT) AND BAY AREA ECONOMICS (FOR <br /> SERVICES RELATED TO ECONOMIC DEVELOPMENT AND <br /> FISCAL MODELING) <br /> <br />STAFF RECOMMENDATION: <br /> <br /> 1. Approve two consultant contracts: with EIP Associates, for services <br /> related to the preparation of an Environmental Impact Report on the <br /> General Plan; and, with Bay Area Economics, for services related to <br /> economic development and fiscal modeling for the Economic and Fiscal <br /> Element of the General Plan. <br /> 2.Authorize the City Manager to execute the attached agreements. <br /> 3. Authorize the City Manager to amend each contract by up to 10 percent <br /> of the total cost as a contingency for services not described within the <br /> current scope of work. <br /> 4. Authorize transfer of funds from the contingency to the General Plan <br /> fund if necessary to cover the contingency work described in 3. <br /> <br />SUMMARY: Staff has successfully negotiated agreements with EIP Associates and Bay <br /> Area Economics (BAE) for professional services related to the General Plan <br /> update. Under the terms of its agreement, EIP Associates would prepare a <br /> Draft and Final Environmental Impact report on the General Plan Update <br /> and alternatives, for a total cost of $133,000. Bay Area Economic (BAE) <br /> would prepare an economic development plan and a fiscal/economic impact <br /> analysis for the General Plan for a total cost o£ $87,000. Sta£fis also <br /> requesting authority for the City Manager to amend each contract to increase <br /> the total contract cost by 10 percent as a contingency to cover any necessary <br /> services not described within the scope of work. <br /> <br /> SR 05:148 <br /> Page 1 of 4 <br /> <br /> <br />
