Snieker Partners <Metro 5SO) <br />Application for development plan approval to construct a retail center consisting of <br />152,800 square feet and two pad buildings totalling 31,590 square feet on approximately <br />17 acres located at the northwest corner of Rosewood Drive and Owens Drive, acljacent <br />to 1-580. Zoning for the property is PUD (Planned Unit Development) - MCOIPD <br />(Mixed Commercial/Office/Industrial Planned District). <br /> <br />Mr. Swift presented the staff report for a shopping center featuring five large anchor tenants <br />in two freestanding pad buildings, located next to the Wal-Mart development. Staff has <br />recommended a change to the site plan to flatten the main access driveway as well as to <br />modify the main entry allowing for two drive aisles. After incorporating these two <br />modifications, staff is confident the site plan meets all the requirements of the Hacienda PUD <br />and Design Guidelines, as well as good planning principles for this type of shopping center. <br />Because there are five anchor tenants proposed, several modifications have been made to the <br />Hacienda Guidelines. Landscaping has been eliminated from in front of the stores, and <br />signage guidelines have been modified to allow six tenant identifications on the pylon sign <br />and five anchor tenant signs on the building wall facing 1-580. The design of the rear wall <br />will incorporate the tenant signs by creating a bordered effect. Staff recommends approval <br />of these modifications. Mr. Swift stated a memorandum was distributed that recapped <br />modifications discussed at a recent meeting with staff, the city's design review consultant, <br />and the developers. <br /> <br />Commissioner Hovingh stated he had breakfast with Mr. Blake and Mr. Sweeney; <br />Commissioner McGuirk advised that he met with representatives of the application, and <br />Chairman Wright and Commission Dove advised that they spoke with Mr. Blake. <br /> <br />In response to Chairman Wright, Mr. Swift advised that the ten parking spaces noted in the <br />very center of the parking lot could remain as parking spaces or could become a landscaped <br />area, which still meets the Code requirements. <br /> <br />Commissioner McGuirk commented that the spacing of the tenant signage on the rear wall <br />may be asymmetrical.
