<br />Dennis Gade, 2778 Longspur Way, stated that past experience proves that musical <br />instruments were easily heard from inside this building. The speaker is concerned about the <br />level of amplified music to be played. He is also concerned about loitering outside the <br />building, which was a problem when the music store occupied this building. Mr. Gade <br />stated the parking lot is not consistently locked at 7:30 p.m. In his opinion, he feels (1) the <br />instructor will not be able to manage the noise and loitering before or after classes, (2) <br />people will use the parking area after 7:30 p.m., (3) the soundproofing will not be sufficient <br />to protect the adjacent neighbors, and (4) this business will not be in harmony with the <br />adjacent neighbors. <br /> <br />Lisa Hunt, 2790 Longspur Way, read a letter from her husband (Rev. Ron Hunt) stating his <br />opposition to the karate studio because he feels the business location is the wrong place for <br />this type of business due to the possible noise and loitering problems. Ms. Hunt stated they <br />were not home when Mr. Abigana canvassed the neighborhood, and he did not leave any <br />literature. Ms. Hunt described the various sources of noise in their yard caused by <br />skateboarders, vacuum trucks and blowers, the pet store, the childcare center, and rock <br />music from the Popi Lounge. <br /> <br />Nancy Pozzebon, 2808 Longspur Way, opposes this application because of the potential noise <br />from this operation, she stated the parking lot is never closed, and she feels the Center <br />owners were not up-front with Mr. Abigana and should have made clear to him the concerns <br />of the neighbors. Ms. Pozzebon is also concerned with loitering. <br /> <br />Chairman Wright inquired if the vacuuming of the parking lot occurs after the 7:30 closure <br />of the parking lot. Ms. Pozzebon stated it usually starts around 9:30 p.m. <br /> <br />Mr. Abigana stated he had gone door-to-door and left documents. He did agree that the <br />landlords did not fully explain what was involved with leasing the studio. Mr. Abigana is <br />positive he will exercise control over the noise and loitering. He wants to be sensitive to the <br />neighbors. Mr. Abigana also noted that his evening class is for adults only. <br /> <br />Chairman Wright has concern with the amplified music of the aerobic classes, although <br />aerobics are slated as a future possibility. The applicant stated that the aerobic classes would <br />not be held at night. Mr. Abigana was advised the walls were soundproofed by a previous <br />tenant, and he believes the noise will be less than the noise generated by electric guitars or <br />drums. <br /> <br />Commissioner Hovingh suggested the application should be conditioned that aerobic classes <br />would not be held past 6 p.m. Mr. Abigana agreed with this condition. <br /> <br />Commissioner McGuirk suggested conditioning the application restricting the evening class to <br />adults only in an effort to mitigate a loitering problem. <br /> <br />~UCHEMUNGWASCWSrn <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />October 12, 1994 <br />
