<br />Ron Meyn, 4299 Valley Avenue, stated that the Santa Rita Road interchange area is a <br />difficult area for traffic at the present time and is more concerned with the number of cars <br />outside of the shopping center. Also, he feels the addition of Color Tile and their employees <br />will add more congestion inside the center than the proposed facility. Mr. Meyn feels some <br />restrictions must be enforced for new buildings to conform to the existing center's <br />architectural design. <br /> <br />Mr. Hirst commented there must be agreement made regarding Trader Joe's delivery trucks, <br />a stop sign is needed at the Pimlico driveway, and opposed the signed petitions because he <br />does not feel there is congestion in the area and no parking spaces will be removed. He also <br />agrees that Santa Rita Road is a heavily used thoroughfare, but stated that was a known fact <br />ten years ago. <br /> <br />Commissioner McGuirk advised that he had visited the store in the Treat Plaza, and <br />generally likes the idea of this facility. He had an initial concern for traffic congestion, but <br />with walk-up service and greeters directing traffic, he feels this problem is somewhat <br />mitigated. Commissioner McGuirk feels the building and new landscaping will enhance this <br />shopping center, and therefore, he supports the major modification. <br /> <br />Commissioner Hovingh opposes this application because of the previous commitment to the <br />neighborhood not to permit a drive-in restaurant facility. Due to the heavy traffic on Santa <br />Rita, he suggested a no right turn onto northbound Santa Rita Rd. between 7 and 9 a.m. and <br />4 and 6 p.m., therefore filtering traffic onto Pimlico. Commissioner Hovingh cannot support <br />this application at this time. <br /> <br />Commissioner Barker also supports staffs position for denial of this application. She does <br />not feel this is a good location for this espresso shop. <br /> <br />Commissioner Lutz also supports staffs position for denial of this application. He was <br />impressed with the Caffino presentation and would like their presence in Pleasanton, although <br />he is opposed to this particular location. <br /> <br />Commissioner Dove is concerned about the safety issues associated with this shopping <br />center, not particularly those associated with this application. He also feels directional <br />striping in this shopping center would improve the traffic flow. Further, he feels the <br />appearance of the Espresso Express stand would start a precedence in Pleasanton. <br /> <br />Chairman Wright stated he is in concurrence with the feelings of Commissioner McGuirk, <br />although he feels the five findings can be found for this application. However, regarding the <br />issue of Measure X, Chairman Wright stated all the residents had been notified and could <br />have appeared to voice their opposition to this application. He also believes the traffic <br />congestion issues of Santa Rita should not be a concern of this application. He also concurs <br />that there is no dominant architecture in this center.
