<br />Mr. Hirst commented that Measure X originally allowed fast food restaurants without take- <br />out windows and conditionally approved fast food restaurants with take-out windows. <br />Subsequently, the City Council changed it to disallow fast food establishments. <br /> <br />Mr. Hirst summarized several points of the staff report: <br /> <br />. Caffino does not perform on-site food preparation. <br />. He agrees with the problem of delivery vehicles parked in the designated fire lane and <br />feels Caffino will be part of the solution. <br />. He believes traffic congestion is not and will not be a problem in this center, <br />supplying photos as evidence. He also referred to the approval of the espresso kiosk <br />at Valley and Santa Rita, stating that area has a bigger congestion problem. <br />. The landscaping provided by Caffino will improve the center. <br />. The addition of the Espresso Express will not be injurious to the general public. <br />. He advised that severalloca1 business owners are supportive of this application. <br />. He noted there are four different uses and design architectures in this area. <br />. He feels the Commission can make the fmdings that this application conforms to the <br />guidelines for a PUD modification. <br /> <br />Commissioner McGuirk inquired how Caffino keeps their buildings clean and bright. Mr. <br />Gallegos spoke to this, stating that the "Mystery Shopper Program" has a list of six items to <br />be checked: the drive-through lane is litter free, all windows are clean, items visible through <br />the windows are orderly, pastry window is clean and orderly, and the wall under the <br />ordering window is kept spotless. The employees are to check these items at any idle time <br />throughout the day. Also, once per month the stores are steam cleaned, including the drive- <br />through lane, and quarterly, the directional stripping is repainted. <br /> <br />George Nickelson, 1901 Olympic, Suite 206, Walnut Creek, is the traffic engineer for this <br />project. He stated the traffic projections are based on actual numbers generated from other <br />Caffino stores. Mr. Nickelson stated there is generally a two-car que, however, on occasion <br />he has seen three or four cars in line, at which time they usually circle around to the other <br />side of the facility where there are less cars. <br /> <br />Henry Hatton, 3963 Fairlands Drive, spoke in favor of this application, although he initially <br />had concern that approval of this PUD modification would allow more fast food restaurants <br />in the area. He also stated a Stop sign needs to be added at the driveway onto Pimlico. <br /> <br />Albert Su, 6700 Santa Rita Road, co-owner of California Burger, presented ten more signed <br />petitions opposing this application. He stated there are other businesses in the area already <br />serving espresso coffee, and he is concerned for the safety of the general public with the <br />addition to the existing congestion in the area.
