<br />Regarding Condition 4G which states that two parking spaces in the storage garage are for <br />the tenant's use, the applicant would like to clarify that if the tenant does not have vehicles to <br />park in those spaces, R&S Lawn Service would be able to use that space without violating <br />the conditions of approval. Mr. Estrada suggested the condition be modified to state that the <br />parking spaces will be reserved for parking by the tenants if needed. <br /> <br />A third issue of concern is the handicapped parking space. The applicant feels that because <br />this is not a retail business, the handicapped space will be used minimally. They would like <br />to move it to a location that will meet the purposes of R&S Lawn Service and the Disabilities <br />Act. Therefore, they propose the handicapped parking space be moved to space #8, which is <br />approximately 10-15 feet away from the front door. Mr. Estrada feels it would be easier for <br />a handicapped person to park and exit from this stall, and requested Condition 5A be <br />modified to indicate space #8 as the handicapped parking space. <br /> <br />Condition 5C is also a concern to the applicant. Mr. Estrada requested the three foot wide <br />planter on the west side of the property not be required because it will not be in public view, <br />it takes up driveway area, and it will hamper their ability to drive in and out of the property. <br />Mr. Estrada feels there is sufficient amounts of landscaping elsewhere on the property. <br /> <br />Mr. Estrada advised that the Memorandum dated June 22, 1994, with Conditions 16, 29, and <br />30 is acceptable to the applicant. <br /> <br />Steve Grimes, 501 Burger, stated gutters and downspouts will be installed and a drain will be <br />installed at the back of the property draining to the front of the property. <br /> <br />In response to Commissioner Barker, Mr. Grimes clarified the planter he wishes to delete is <br />on the west side of the property. He indicated its removal would aid the trucks in <br />maneuvering on the property, and, in his opinion, he sees no public benefit to the <br />landscaping because it is hidden behind the front gates. <br /> <br />Jeff DeBernardi, 207 Spring Street, feels Mr. Grimes' proposed changes to the property will <br />affect him the most, and he feels Mr. Grimes is making much needed improvements to the <br />area. <br /> <br />Commissioner Hovingh feels R&S Lawn Service operations may cause traffic congestion. <br />He inquired if Mr. Grimes would oppose a condition of approval requiring the trucks leave <br />the site at staggered times, perhaps a five minute separation. Mr. Grimes had no objection <br />but described that his employees don't all arrive at work at the same time. Furthermore, the <br />amount of time taken to load and hook up the trailers varies, therefore, the trucks do not <br />leave at the same time. Also, the trucks will not all go along the same route when exiting <br />the site. <br /> <br />Commissioner Hovingh stated that if the extension of Railroad proceeds, it is likely to cut <br />through Mr. Grimes' property.
