<br />,--- <br /> <br />Mr. Swift presented the staff report on the application for a dance studio at 1987-C and D <br />Santa Rita Rd. Mr. Swift advised that this dance studio is located in another building from <br />the Sylvan Learning Center, which had a conditional use permit granted the previous <br />meeting. The Pleasanton Academy of Dance proposed a 15 minute stagger between classes, <br />and staff feels there will be adequate parking available after the addition of this business. <br />Excessive noise is not thought to be a problem, and staff is not requiring any modifications <br />to the building at this time. Mr. Swift advised that conditions were included to cover the <br />possibility of future noise problems. <br /> <br />Commissioner Wright inquired if bike racks were available. Mr. Swift advised that there is <br />no ordinance requiring bike racks, though the application could be so conditioned. <br /> <br />Commissioner Mahern commented her past experience is that southbound oncoming traffic <br />visibility is poor when making a left onto Santa Rita Road due to street parking. Mr. Swift <br />could not recall the exact curb striping, but would relay the concern to the Traffic Division <br />for review. Mr. Beougher advised that on- street parking is allowed, and the driveway <br />return curbing is painted red. <br /> <br />Commissioner Hovingh addressed the issue of business licenses to sell dance costumes, etc. <br />Mr. Beougher stated that a City business license based on gross receipts is all that is needed <br />by the Dance Studio for the City of Pleasanton, however, they will also have to have a State <br />resale license to collect sales tax. <br /> <br />In response to Commissioner Wright's comment on the amount of available parking, Mr. <br />Swift stated the staff report's figure was calculated without the Dance Studio being included. <br />Staff believes the children's classes will require less parking space because the children are <br />typically dropped off, whereas adults usually drive and park their cars. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Laura and Henry Cabrera, 7540-C Canyon Meadows Circle, stated they have read and agree <br />to the [mdings of the staff report and the conditions. Ms. Cabrera stated she could not <br />remember seeing a bicycle outside of her dance studio. She stated that 90-95 % of the <br />children are dropped off and picked up by their parents, with only one or two parents staying <br />to watch the class. Ms. Cabrera stated no classes will be conducted between noon and <br />2:00 p.m. There may be a morning session, with most classes scheduled after 4:00 p.m. <br /> <br />In response to Commissioner Michelotti's concern with possible modification to eliminate <br />noise, Ms. Cabrera stated she had experimented with a portable stereo, after which she asked <br />her adjoining neighbor if they were bothered by the music. The adjoining business owner <br />had not heard the music. Mr. Cabrera stated the addition of noise abatement retrofitting <br />would be a financial burden, however, the results of their experiment have made them <br />confident that they will not have a noise problem in the future. <br /> <br />Planning Commission Minutes <br /> <br />Page 4 <br /> <br />May 25, 1994 <br />
