Owners <br />Assol'iation <br />Application for design review approval to amend the existing Pleasanton Park sign <br />program to add individual, internally-illuminated channel letter signs as a permitted <br />building-mounted sign type. Pleasanton Park is located at the intersection of Owens <br />Drive and Johnson Drive. Zoning for the property is PUD-I/C-O (planned Unit <br />Development _ Industrial! Commercial-Office) District. <br /> <br />Mr. Swift presented the application for the Pleasanton Park Building Owners' Association to <br />be allowed illuminated wall mounted signage for their office complex, recommending <br />approval subject to the conditions listed in Exhibit B of the staff report. Staff would approve <br />halo illuminated signage such as in Hacienda. At this time, Pleasanton does not allow <br />intemally illuminated signage. If the Commission wishes to approve intemally illuminated <br />signage, staff recommends to allow only upper and lower case letters, reduce logo size, and <br />all colors to be uniform. <br /> <br />In response to Commissioner Mahern, Mr. Swift explained halo signs are individual channel <br />letters with opaque letter faces, where the wall is illuminated behind the letters, such as those <br />in Hacienda and Signature Center. Furthermore, if halo lights are approved for Pleasanton <br />Park, the letters would not necessarily have to be the same color. Commissioner Hovingh <br />commented one would only see the backlighting at night. <br /> <br />Chairman McGuirk inquired why the applicant was seeking the illuminated signage. Mr. <br />Swift indicated that a potential tenant (University of phoenix) requested illuminated signage. <br /> <br />~ <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Robert McNichols, 4615 East Elwood Street, Phoenix, Arizona, represented the University <br />of Phoenix. Mr. McNichols stated that the University of Phoenix has an enrollment of <br />20,000 students in over 30 major cities, and their programs are designed exclusively for the <br />working adult. All classes are held in the evenings and on weekends. <br /> <br />Visibility is very important and is needed to generate revenue. Mr. McNichols stated they <br />seek out locations that are highly accessible, as well as being visible in the community. <br />They chose Pleasanton Park because of its access to two freeways and retail businesses. The <br />University of Phoenix has a 300 student Pleasanton population meeting in Pleasanton hotel <br />rooms. They would like to convert to a permanent location at this time. <br /> <br />Mr. McNichols stated he did not come before the Commission to threaten or to change City <br />policy for all Pleasanton business parks. Because of the park's proximity to retail areas, they <br />felt it could be a candidate for illuminated signage. <br /> <br />In response to Chairman McGuirk, Mr. McNichols reiterated that classes are held only at <br />night and weekends, and they would like to have illuminated plexiglass faced letters which <br />offer greater visibility and readability. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />November 10, 1993 <br /> <br />" <br /> <br />.
