The applicant read the staff repo conditions and had no <br />objection with them, except for some of staff's recommended tree si s. <br /> <br />.- <br /> <br />Commissioner Hovingh questioned why Kaiser would commit so mu h money to trees and <br />landscaping for a temporary parking lot. Mr. Nygard stated the pI represents Kaiser's <br />consultants' views of Kaiser's standards for parking lots that have b n established in other <br />locations. He further stated that Kaiser would like to salvage the , if possible, but <br />usually it is not possible to successfully transplant the trees. They en would be open to <br />giving them away or relocating them elsewhere. <br /> <br />Chairman McGuirk inquired of staff if the application could be cond tioned such that if the <br />trees are found to be successfully transplantable, then the trees must be moved and replanted. <br />Mr. Swift recommended that condition be done at the second appro process. They would <br />have the ability to see what trees, if any, could be moved. <br /> <br />Al Ferreira, 5519 Baldwin Way, stated he has never seen the parkin lot full and questioned <br />why an interim parking lot was being built and was there a real n for one. <br /> <br /> <br />~ <br /> <br />Mr. Swift indicated that the intention of Kaiser was to move forwar with building a third <br />office building. That building could possibly be built over a portion of the existing lot. If <br />that occurred, there won't be enough parking for members during nstruction. By building <br />the parking lot fIrst, Kaiser feels they will have suffIcient parking 0 site during the <br />construction period. Construction on the third medical office buildi g could possibly start <br />next spring, and they would like to break ground on the parking lot this year before the <br />rains. Because Kaiser doesn't have their Master Plan completed, th y are willing to take a <br />risk by building an interim parking lot that may be useful for them hen the Master Plan is <br />completed. <br /> <br />In response Commissioner Hovingh's inquiry of when the City ex ted to see the Master <br />Plan, Mr. Swift stated that they were waiting for Kaiser to submit i. Mr. Swift also stated <br />the tentative location of the third office building was on the northea t corner, because Kaiser <br />needs the rest of the property for the proposed hospital and parking garage, if the City <br />approvals the Master Plan. If not, the third office building may be ocated off of Stoneridge <br />Drive in the undeveloped portion of the property. <br /> <br /> <br />In a response to Chairman McGuirk, Mr. Swift indicated that a po 'on of the existing <br />parking lot, not the proposed parking lot, would be torn up in order to build the third office <br />building. <br /> <br />In response to Mr. Ferreira's concerns, Mr. Nygard stated that this timetable is important to <br />Kaiser and is the reason for starting the parking lot now. He furth stated that there are <br />patient services waiting to go into the new building.
