~

Ms. Sweetnam returned to the podium and stated some parents of he students are opposed to
the bar. She is concerned her business may decline because a bar is located next to her
business.

Mr. Mori stated they have worked with the Planning Department an will highlight their rear
entrance so the public will use the back parking lot.

Commission Michelotti stated that she is concerned about the parkin situation, but is relying
on the parking reports presented by staff and the applicant. There times when the lot is
crowded, as people like to have the opportunity to park in front of ere they are going.
She would like the applicants to pursue the rear entrance. She also tated that possible
assignment of parking spaces might be in order in the future if a par Ong problem arises.

The applicants felt their proposed clientele would be up-scale, upper middle class business
people who would not bother children in the area. They stated they ould be willing to take
responsibility for their patrons who may get out of hand. They also stated they had talked to
the owner of the karate establishment, and he supports their project.

Chairman McGuirk inquired how far the applicants will pursue the 0 tdoor dining area. The
applicants responded that they think it will add great visibility to the 0 establishment and will
pursue the patio! dining area.

PUBLIC HEARING WAS CWSED.

"~

Commissioner Hovingh supports the application and commented that he has had very good
experiences in this type of establishment with regard to public order! ness.

Commissioner Michelotti is concerned about the parking situation. ere are times when the
lot is crowded, and people like to have the opportunity to park in fr nt of where they are
going. She would like the applicants to pursue the rear entrance. S e also stated that
possible assignment of parking spaces might be in order if other bus nesses come forward
stating their businesses have been impaired due to the lack of parkin .

Commissioner Mahern supports the project, though she thinks the a plicants must highlight
the rear entrance and should educate their patrons to use the rear en ce and back parking
lot. Commissioner Mahern is concerned for the small children in th area, though she feels
the monitoring of the children should be done by their parents, not e applicants.

Chairman McGuirk believes a visible rear entrance is necessary. H is concerned about the
outdoor dining with beer separate from the restaurant. Mr. lserson tated that this proposal
includes the approval of the outdoor dining, however, there is a con Oct between the City not
wanting a sidewalk barrier constructed and ABC requiring a barrier. Chairman McGuirk
would like the applicants to come back before the Commission if th y get approval from
ABC.

Commissioner Wright stated that parking has always been a proble in this center, though
he supports the project with the conditions as outlined.

Planning Commission Minutes

Page 4

September 8, 1993
