<br />provided information regarding the location of the 45 acres of her p operty which is zoned <br />Planned Development by the County, in response to an inquiry fro Commissioner Hovingh. <br /> <br />Ben Tarver, 1144 Arak: Court, stated that he feels that the action th Planning Commission is <br />being asked to take this evening is no different from actions they h e taken in the past on <br />applications for General Plan amendments, rezonings, planned unit evelopments, etc. He <br />noted that representatives from Hayward, Alameda County, and PI ton have been <br />working on this issue for a number of months. He stated that he b ieves that this is an <br />opportunity to join with the other jurisdictions to preserve the Ridg ands and that he sees <br />this as an opportunity to form the first subregional agreement on I d use. Mr. Tarver <br />advised that he feels the Commission is well versed on all issues reI ted to the Ridgelands <br />and should not need any additional time to make comments and r mmendations.. <br /> <br />In response to inquiries from Commissioner Michelotti, Mr. Tarver advised that this issue is <br />scheduled for review by the County on August 3. He noted that w . e Supervisor Mary King <br />and Supervisor Ed Campbell have made comments that it may not b in their interests to <br />approve the Agreement, that it doesn't mean there will not be three otes to approve the <br />Agreement. He stated that he is still working on gaining support. <br /> <br />Commissioner Michelotti expressed concern that she felt no directio was given with regard <br />to how Measure M would be affected. <br /> <br />Commissioner Hovingh indicated that he was concerned with the ur ency that was being <br />placed on the Planning Commission to make recommendations. Mr Tarver stated that the <br />opportunity to take action is now, in that Hayward has endorsed the concept and approved <br />the Agreement and made the General Plan changes. <br /> <br />Commissioner McGuirk stated that he was concerned that there was no process for <br />dissolution of the agreement. Mr. Tarver responded that he feels th re is no intent that the <br />Agreement be terminated, and that all parties must agree to dissolve the Agfeement. <br /> <br />Commissioner Hovingh stated that he is concerned that the people 0 live on the Ridge will <br />not have the right to vote and that the process disenfranchises future residents from having <br />input on this issue. Mr. Tarver noted that if property is annexed to e City the owners have <br />the opportunity to vote and if the property is in the County, they ha e voting rights in the <br />County. He stated that he does not believe property owners have 10 t any of those rights. <br /> <br />Tom Cogburn, 1910 Olympic Boulevard, Suite 100, Walnut Cfeek, Ridgelands property <br />owner, stated that he believes there are too many unknowns related this issue. He also <br />noted that he does not feel it is good planning not to have a sunset cause. He requested that <br />the Planning Commission allow the opportunity for more public inp t and that a committee <br />as called for in Measure M be formed. He advised that he believes e due process outlined <br />in Measure M needs to be followed. <br /> <br />Mavonne Garrity, 1870 Tanglewood Way, advised that she is a me ber of the General Plan <br />Steering Committee.
