<br />~ MATl'ERS CONTINUED FOR DECISION <br /> <br />~- <br /> <br />s...a. n. n in n il- In, . <br />General Pian Amendment for the Pleasant on Rideelands <br /> <br /> <br />f r <br /> <br />w <br /> <br />Mr. Swift presented the staff report, and provided an update on the actions taken by the <br />General Plan Steering Committee at its July 26 meeting, noting that the Committee supported <br />the "Land Use Agreement," with minor modifications. He also no that on Tuesday <br />evening the City of Hayward approved the "Land Use Agreement" d the General Plan <br />Amendment, with some minor changes. <br /> <br /> <br />In response to questions from Commissioners, Mr. Swift clarified at if the City of <br />Hayward detaches property and the owners to not want to be annex to the City of <br />Pleasanton, they will be under the jurisdiction of Alameda County. <br /> <br />Commissioner Mahern asked if there would be any benefit to inclu e a time frame for the <br />Agreement. Mr. Swift responded that Hayward has already approv the Agreement and the <br />General Plan policies, but that a time frame could be added. <br /> <br />In response to questions from Commissioner Michelotti, Mr. Swift <br />Agreement keeps the jurisdictions from amending General Plan ch ges within the <br />Ridgelands area within their city limits and keeps them from expan ing the sphere-of- <br />influence, without the other jurisdictions' approval. <br /> <br />The Commission discussed the impact that the Council-sponsored in tiative would have with <br />regard to Measure M, options for the recommended boundary pro sal, and implications of a <br />density transfer policy. <br /> <br />Commissioner Hovingh noted that he felt there were still two unkn ns related to this issue, <br />those being the final court decision with regard to LAFCQ's ruling, and what action will be <br />taken by Alameda County. <br /> <br />mE PUBLIC HEARING WAS OPENED. <br /> <br />Marie Cronin, 8989 Dublin Canyon Road, distributed an exhibit sh wing the location of her <br />family's property. She asked that this property be excluded from General Plan <br />Amendment and the Ridgelands Area study, and that it not be inclu ed in any plan going to <br />the voters. She noted that she was not opposed to having her prope annexed to <br />Pleasanton, as long as it was clear as to what they are "buying into." Commissioner Mahern <br />questioned whether the County would be able to provide services fo Mrs. Cronin's property. <br />Mrs. Cronin responded that she was not in a position to begin plans for development, as <br />there are too many unknowns at this time. In response to Commiss oner Michelotti's <br />question as to whether Mrs. Cronin would be open to looking at a c nservation easement on <br />the back of her property in exchange for development on the front art, Mrs. Cronin advised <br />that she was not sure how a conservation easement might impact he property.
