However she noted that the City <br />has gone through an exhaustive process in trying to bring vitality a certain image to the <br />downtown area. She was not sure that Hope Hospice fit that image She is supportive of the <br />application, but felt the conditions need to be tightened to alleviate e concerns expressed. <br />She further encouraged the businesses to monitor the situation and ntact the City should <br />those conditions not be met for a conditional use permit. She also as concern that drop-offs <br />will be made even though Hope Hospice does not allow it. On the ther hand, she pointed <br />out to the merchants that other types of businesses might be worse an the proposed one. <br />She felt they might not know who the landlord may lease the build' g to. She encouraged <br />Hope Hospice to expand their hours and make them compatible wi existing businesses. <br />She would support the application, but with certain restrictions. <br /> <br />Commissioner Wright agreed with Commissioner Mahern's comme ts. He would extend the <br />hours and also noted that Hope Hospice could bring in a good amou t of foot traffic to the <br />other stores. In reference to comments that Hope Hospice was not p-scale enough, he did <br />not think that something like the video store was up-scale. He woul support the application <br />with restrictions. <br /> <br />Commissioner McGuirk stated he has not completely bought into th "up-scale image" for <br />downtown. He felt they need stores like Hope Hospice to provide a fordable merchandise <br />that is of high quality. However, he was still concerned about the h th and safety of <br />downtown and was concerned that should drop-offs be made, even ough Hope Hospice <br />does not allow it, that someone might start a fire in them. He sugg sted that an off-site be <br />used for drop-offs. He felt that Hope Hospice would not have enou h control over the drop- <br />off situation. <br /> <br />Chairman Hovingh agreed with the rest of the Commission. Even ough he is concerned <br />with drop-offs, he would not want to tighten the conditions so much that Hope Hospice <br />would be put out of business at the first minor infraction. He felt it ould simply not be in <br />their control if someone decided to leave something at midnight. <br /> <br />Discussion ensued as to how a condition might be worded to solve e drop-off problem. <br /> <br />A motion was made by Cornrni,,~ioner Mahern, seconded by Co . ioner Wright <br />making the conditional use rmdings and approving Case UP-93-1 , subject to the <br />conditions listed in Exhibit "B", with the following modifications: <br /> <br />o <br /> <br />Modify Condition 4 to say that hours of operation <br />6:00 p.m., Monday through Saturday.
