~

businesses are in good taste. She felt the organization should look r another location in
Mission Plaza or at least off Main Street as in the Bank of Pleasant n.

Robert Cordtz, 262 W. Angela, said he is neither for or against the application and has the
greatest respect for Hope Hospice. He had questions and some con rns about drop-offs.
He noted that St. Vincent de Paul has drop-offs and probably have policy against after
hours drop-offs. However, these policies are not enforced and with the absence of a meter
maid, he felt the situation downtown might become more lax. He fi It that Hope Hospice
could find a location that would be suitable for their store without ying more rent than they
are now or at least on Main Street.

Mr. Swift wished to clarify that St. Vincent de Paul is not under th same Code restriction as
Hope Hospice is. St. Vincent de Paul does not have to operate und r a conditional use
permit, as Hope Hospice does. Therefore, it is harder to control dr p-offs at St. Vincent
than it would be at the proposed location. Someone dropping off it s after hours at St.
Vincent de Paul would have to actually be caught; whereas, if this h ppens continually at
Hope Hospice their use permit can be revoked.

Ruby Greer, 444 Main Street, Main Street Deli, stated she is neithe speaking for or against
the application. However, she was concerned about their hours and elt to be compatible
with downtown and the business they are trying to attract, that Hope Hospice should stay
open at least until 5:30 or 6:00 p.m. She was also concerned about rop-offs as many
school-age children come to her deli on their way to school and she elt that drop-offs might
be scattered about. She suggested that drop-offs or donations should be by appointment only.
She also felt that a side or parallel street might be just as good for pe Hospice and would
alleviate a lot of concern for other businesses. She has served on th Downtown committee
for some time in order to secure good businesses for downtown; she would not want those
efforts to be in vain.

Commissioner Mahern asked Ms. Greer how many customers she h per day. Ms. Greer
said she has about 600 customers per day. She further noted that sh does serve some
customers who come off the freeway to get a bite to eat.

Chris Beratlis, 351-C St. Marys Street, presented a letter with his op sition, noting that
several other people have done the same. He noted that he has been own town since about
1966 and has buildings with three restaurants currently in operation n Main Street. He
noted that he refrained from leasing to a number of businesses until e found some that fit
the up-scale image they are trying to achieve downtown. He noted at the Teddy Bear
Express owner said she would not have located in that place if she h known Hope Hospice
would move in. He had nothing personal against Hope Hospice but It a side street would
be better. He pointed out that the findings cannot be made if a busin ss is injurious to
others; he felt Hope Hospice would be injurious to nearby businesses He asked what would
happen if in addition to Hope Hospice that Goodwill or Salvation A y would want to move
into the downtown area.

Planning Commission Minutes April 14, 1993

Page 6
