He called attention to a number of Ie ters in opposition to the <br />application that were received by the Planning Department since the staff report was <br />prepared. A number of business owners, predominately in the sam block as the proposed <br />Hope Hospice location, believe the thrift store will be a detriment t their business or to their <br />property values. <br /> <br />Mr. Swift pointed out to the Commission that they must make three findings in order to <br />approve the application. He noted the key issue would be the first nding as to whether the <br />proposed business would foster and revitalize the economic growth' the downtown area. <br />He stated the application does conform to all the roning ordinances. <br /> <br />Commissioner Michelotti stated she has a double conflict of interest as a downtown property <br />owner and she also worked with Hope Hospice. Therefore, she left the room. <br /> <br />Commissioner Finch stated he has a conflict of interest as a downto n property owner and <br />left the room. <br /> <br />In response to Chairman Hovingh's question, Mr. Swift replied that if the Commission <br />cannot make the fmdings, they must deny the application.
