He referred to Condition 9 and requested at the one student be <br />changed to a maximum of five students at a given time. <br /> <br />Mr. Fagliano referred to Condition 11 and asked whether the time ted includes his <br />personal time of riding, etc. Mr. Swift clarified that condition refe s only to business hours. <br />The condition can be clarified to denote that lessons should not begi before 8:00 a.m. <br /> <br />In response to Commissioner Wright's question, Mr. Fagliano refe ed to Condition 12 and <br />noted the horses are fed twice a day. They are fed in their stall; th stall is cleaned once a <br />day. This would be the same whether there were 20 or 40 horses 0 the site. <br /> <br /> <br />Chairman Hovingh questioned whether parking conditions could ac mmodate more than 20 <br />horses. Mr. Fagliano stated there would be sufficient parking for a many as 40 horses. <br /> <br />Commissioner Finch questioned what the applicant does with the m ure from the stalls. <br />Mr. Fagliano stated that he has his own truck and hauls the manure ff site frequently. <br /> <br />.~ <br /> <br />Mr. Fagliano noted that at the present time he has finances for only 0 horses; however, he <br />hopes to put in 40 sometime if all goes as planned. He referred to onditions 6 and 8 and <br />requested that if he needs to come back for approval of Phase II tha he would like to come <br />to the Planning Director, not the Commission. Mr. Swift and the C mmission agreed the <br />application for Phase II could be reviewed and approved by the Plan ing Director. <br />Therefore, Condition 8 should be amended to say Planning Director, not Planning <br />Commission. <br /> <br />Mr. Fagliano referred to Condition 2 in regard to the 30 feet setbac on the southwest comer <br />of the building. He explained that with Phase II, he would need tha extra space for parking <br />area and would like to change that setback to 15 feet. He felt they ould also need about six <br />feet to do adequate mowing. Mr. Swift commented that the Commi sion could change the <br />setback if they wished to. <br /> <br />The applicant called attention to Condition 20 in regard to the autom tic fire sprinkler <br />system. He wondered whether that would be necessary as he is und r the impression that his <br />location is within the five-minute response time from a proposed fire station for the Ruby <br />Hills development. Mr. Swift responded that it appears that it will b a long time after Mr. <br />Fagliano opens his stable before the fire station will be built. Howe er, he said Mr. <br />Fagliano could talk to the Fire Marshall about the situation as it is th ir practice to evaluate <br />each application on a case-by-case basis. The condition could be m ified to work with the <br />applicant. <br /> <br /> <br />orses.
