<br />Chairman Hovingh questioned whether the City will be granted an ea ement for a 66 inch <br />storm drain across the front of the property. Mr. Swift agreed this ould be granted. <br /> <br />TIlE PUBLIC HEARING WAS OPENED, <br /> <br /> <br />Bo Radanovich, vice president of Kaufman and Broad, 2201 Walnut venue, Suite 150, <br />Fremont, represented the application. He stated they have read the s ff report and concur <br />with the modified conditions of approval, but addressed Condition 11 in regard to the <br />occupancy time frame. He was opposed to waiting until all improve ents are done before <br />occupancy could take place and felt this threatens the economic viabi ity and affordability of <br />the project. <br /> <br />Mr. Swift said staff has no problem in modifying Condition 11 as 10 g as the improvements <br />are done to the satisfaction of the Planning Director to ensure there e adequate accesses <br />and structures in place so that everything goes smoothly. He also ag eed with the applicant's <br />suggestions as to offsite improvements to Stanley Boulevard. <br /> <br />Commissioner McGuirk asked the applicant how it would affect the ffordability of the <br />houses if they removed several lots. The applicant felt it would affi t the project very much. <br />He thought the houses would sell in the range of $219,000 to $230, . Commissioner <br />McGuirk expressed concern that the houses were simply too close to ether, but did not want <br />to lose affordability. <br /> <br /> <br />Commissioners Michelotti and McGuirk questioned the applicant in <br />garage size. <br /> <br />Earl Augusta, 713 Camellia Court, Ripon, CA, stated he owns prop rty behind the project. <br />He questioned staff about the height of the soundwall. Mr. Swift re lied the soundwall <br />would be 12 feet on the highest part and would drop down. He was not sure what height it <br />would drop to. However, he noted that it would be six feet behind r. Augusta's house. <br /> <br />Mr. Augusta was concerned about the height differential of the dirt etween the project and <br />his home. Mr. Joseph Azar of Bissell and Karn said it would not b over two feet, plus or <br />minus. <br /> <br />Mr. Augusta asked that record reflect that Kaufman and Broad have agreed to create an <br />adequate left-turn lane out of his property. The applicant expressed greement with Mr. <br />Augusta. Mr. Swift noted that this was not in the conditions of app oval, but it is <br />satisfactory for it to be included. <br /> <br />Brent Wilcox, 3988 Stanley Boulevard, represented Mary Wilcox. is main concern with <br />the project was the undergrounding of utilities as they cross in front of his mother's home. <br />He requested that if the applicant does underground the utilities, tha he would like for the <br /> <br />Planning Commission Minutes <br /> <br />October 28, t992 <br /> <br />Page 9 <br />
