,- Commissioner Wright asked Mr. Salmon for further clarification as to how and who handled the pavilion construction. Mr. Salmon stated he paid the spa comp y for the pavilion on top of the decking, but hired Mr. Jerez to make sure that every thin was done in proper order. He agreed with Commissioner Wright that it was Mr. Jerez' responsibility to install the deck and to make sure that a permit was obtained for the deck d pavilion. Commissioner Finch asked Mr. Jerez if he is a licensed contractor, d whether he is licensed to construct buildings and if he has a B-1 license. Mr. Jef z responded that he is a licensed contractor and a landscape designer; he did not have a B-1 license to construct buildings. Mr. Jerez said he has a license to landscape which inclu es the installation of decking. Mr. Jerez came to the podium. Mr. Jerez went on to say that in the last months he has been accus of many things by the City and by other people. He felt that just because his sign might e up on the premises or on his truck that he is responsible for the construction. He felt tha just because his use of English was not the best did not mean anything; he also felt that ju t because he had moved to Blackhawk that people did not like it. ,-- In response to Commissioner Finch's questioning, Mr. Jerez said h was hired by Mr. Salmon to supervise the entire project. Mr. Jerez stated that he ha instructed the contractor who actually did the construction to get the permit, which he thoug t he had done. He further responded to questioning and stated that he instructed his su contractor to go to the Planning Department with plans for the deck, pavilion and the land aping and that he thought it had been approved. However, he stated he did not actu ly see the permit. Chairman Hovingh stated that the issue tonight is not whether Mr. but whether the pavilion should remain.
