Mr. Swift said it would not be gal for a single business to display the balloon, but it would have been for the openin of a shopping center. With those modifications, staff is recommending app oval to the pavilion. Commissioner Wright asked whether the applicant or contractor can e penalized after a structure has been built without a permit.
