He recalled that Council had changed that <br />to 13 years on the ground they did not want to encumber the dev oper unduly. Mr. Swift <br />noted that the length of term is subject to change. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Robert Eynck, of Taubman Companies, 200 East Long Lake R ,Bloomfield Hills, MI <br />48013 represented the application. He stated that he has no probl m with the conditions of <br />the Development Agreement and thanked the City Manager, City ttorney and Mr. Swift for <br />working closely with them. He noted that their architect, manage , and attorney were also <br />present to answer any questions. He recalled that Mr. Naggar, S nior Vice President of <br />Architecture, and Mr. Clifford, attorney, had been with the com y 20 years ago when <br />planning first began. <br /> <br />Commissioner Michelotti noted that her only concern would be th t if any parking structures <br />should be built, particularly on the west side, that they not becom obtrusive, but be as <br />pleasing as possible, especially if it becomes a three-level structur. However, she realized <br />the design of any possible parking structures would be subject to eview by the Design <br />Review Board and the Planning Commission. <br /> <br />Avner Naggar, architect, Taubman Company, 601 Gateway Blvd, Suite 1200, South San <br />Francisco, noted that parking structures have advantages and disa vantages. He felt that in <br />this case additional parking structures would be necessary in orde to maintain the required <br />ratio of parking spaces. He noted that the number of spaces cond tioned is a number they <br />are comfortable with. He said they do not wish to build more p king area than needed, but <br />wished to maintain sufficient parking to support the area. He sai that people like to keep <br />their cars cool by staying in a parking structure. A rendering of plan for parking was <br />displayed for review. <br /> <br />Chairman Hovingh questioned Mr. Naggar as to whether there w uld be an elevator in the <br />parking structure to accommodate the handicapped, in addition to urb ramps. Mr. Naggar <br />stated there would definitely be an elevator and curb ramps; also oting that state law <br />requires these items be installed. <br /> <br />In response to Chairman Hovingh's question, Mr. Naggar replied that it would take about six <br />months to add a deck to a structure. They would build a structur during a slow period of <br />business at the mall and quit in early November to avoid the holi ay period. <br /> <br />Chairman Hovingh further addressed the appearance of any futu parking structures and <br />would want setbacks at least twice the height of the building, fro the road.
