<br />~ <br /> <br />Mr. Rasmussen presented the staff report, and recommended that e Commission adopt the <br />proposed assisted housing analysis and Housing Element update p visions contained in the <br />Supplement to the Housing Element-3: Preservation of Assisted H sing. <br /> <br />Mr. Rasmussen suggested as the contracted properties are close to rmination that the City <br />could approach the various owners of assisted rental housing devel pments to see if they are <br />willing to make some kind of arrangements so existing tenants can ntinue to afford the <br />housing. He noted that one solution might be to offer the property owners some kind of <br />incentives, such as rehabilitation funds and low interest loans. Mr. Rasmussen advised that <br />the City is trying very hard to be creative in dealing with this issue <br /> <br />Commissioner Michelotti asked Mr. Rasmussen whether the landlo is required to help a <br />tenant who might be displaced once the subsidized payments are inated. Mr. Rasmussen <br />did not feel that is the case at this time. Commissioner Michelotti uggested that in the <br />future this could be a requirement that the displaced person be give some type of assistance. <br /> <br />Commissioner Michelotti commented that she liked Mr. Rasmussen s idea of offering an <br />incentive to the landlord, and further suggested that the City might if the time limit for <br />subsidies, etc, might be extended to 30 years, rather than 10-15 y <br /> <br />Commissioner McGuirk called attention to Policy 24.8 on page 13 i regard to the wording <br />of "assistance." Mr. Rasmussen noted that "assistance" could be d eted from the sentence <br />for further clarification. <br /> <br /> <br />24.4 in regard to <br />mussen noted that <br />king for a solution <br /> <br />Commissioner McGuirk asked for further clarification as to Prog <br />minimizing the displacement and inconvenience of the tenants. Mr. <br />the issue of displacement is a fairly new problem, and the City is 1 <br />before the problem really hits. <br /> <br />Commissioner Wright questioned Mr. Rasmussen as to the in-lieu fi s and if they could be <br />projected for the next 10 years or so. He inquired as to whether tho <br /> <br /> <br />rehabilitation financing.
