,--

~

~

Mr. Nordin stated they have not had a problem with balls coming ver in the last ten years
and could not understand why the school district is now becoming concerned.

In response to Chairman Hovingh's comments, Mr, Grant stated t it appears that the
church would prefer to take the risk of balls coming over the bac top and not install the
shatter-resistant material. Chairman Hovingh felt the backstop ma not have an overhang.
He also noted that the school had expressed some concern about th children in the tot lot
possibly being hit by stray balls. Mr. Nordin noted that the tot lot is used primarily on
Sunday mornings and did not think this was an issue of concern.

Commissioner Wright further discussed the parking issues. He qu tioned Mr. Nordin as to
the frequency of funerals and weddings at the church. Mr. Nordin stated they have very few
funerals at the church, about three in the last 15 years; weddings y average one a month,
but parking has always been sufficient.

Commissioner McGuirk questioned staff as to whether they might b setting a precedent in
regard to the landscaping of the islands if the church is allowed the' request. Mr. Otto did
not think this would be a problem, and stated that in general, parki g lots and landscaping
are done on a case-by-case basis.

In response to Commissioner Michelotti's question, Mr. Otto stated that the temporary
modular building would be allowed to remain until 1998 or into the ourth and final phase of
building.

THE PUBLIC HEARING WAS CLOSRn.
Commissioner Michelotti further commended Mr. Otto for an excell nt report. She noted
that she first saw the plan in 1985; she is pleased with the amount 0 landscaping that was
done in the front of the church buildings. In regard to the issue of dscaping the diamond
tree pockets, she felt that if the two end planters were more heavily nhanced that it might
compensate for not doing the tree pockets. However, this may need to be changed at some
later date. In addition, she felt the sanctuary would pretty much scr n the parking lot area.
In regard to the extending the hours of the outdoor activities, she w Id stay with the 8:00
pm hours, but is agreeable to 9:00 pm in the summer months if the urch is careful not to
infringe on the rights of nearby property owners. She felt that the n ighbors must not be
concerned as no one was here to protest.

Commissioner McGuirk stated that he felt the church should be allo to use the back of
the parking lot for outdoor activities for the youth. He also felt it w appropriate to extend
the hours to 9:00 pm for the summer months, noting that the conditi use permit would be
protection enough in case of problems. He did not think noise from e church grounds
would be an issue for the neighbors. In regard to the back diamond lanters, he felt they
could be removed without causing any problem with landscaping and ould support the
applicant's request.

Planning Commission Minutes
July 22, 1992

Page 4
