,~ MATTERS INITIATED BY COMMISSION MEMBERS Chairman Hovingh observed that Ordinance 1573 was passed on ond reading at the previous Council meeting in regard to a revised conflict of interest code for the Council, Boards and Commissions. He requested that the Commission receO e a copy of the Ordinance when the process is complete. Mr. Beougher noted that the various categories have changed some hat, but basically were clarification issues. Zoning Cor the pro erty is P (Public/Institutional) District. ,-- Mr. Otto presented the staff report recommending approval of C UP-92-21 subject to the conditions of the staff report. He noted that staff basically had con rns that had to do with parking and noise issues. He further commented the Design Revie Board had modified the conditions relating to landscape issues. THE PUBLIC HEARING WAS OPRNF.n, Tom Nordin, 3936 W. Las Positas Boulevard, facility planning ch an for the church, represented the application. He noted that the first phase of the ch rch construction took place in 1981; in 1985/86 office space was completed. At this tim they are asking approval for the construction of a 15,000 sq. ft. sanctuary building. Mr. No din stated they have had a good working relationship with the City, and they had notified all the neighbors with a letter, stating they were invited to review the sanctuary plans and 0 any concerns. Since that time, they have met with the neighbors and it appears all conce s have been met. Mr. Nordin called attention to two of the conditions. In regard to ondition 5, he requested they be allowed to extend the 8:00 pm time for outdoor activities to 9:00 pm. He felt this would greatly benefit the youth of the church and provide them wi more time for outdoor activity and play while school is out in the summer. Chairman Ho 0 gh asked Mr. Nordin whether they are speaking of extending the mid-week outdoor hours as well as Friday, to 9:00 pm. Mr. Nordin commented they would like to have that flex bility, but was not sure of the hours that the youth group meets on Tuesday and Wednesday Commissioner Michelotti asked Mr. Nordin if he would be willing hours to just the summer months of June, July, and August.
