~ UP-91-10. Plp"~anton Garbal!e Service. Inc.
Application for conditional use permit approval for a recycling acility and the following
uses at 3110 Busch Road: sewage pumping service, truck and uipment repair, tire
sales and service, street sweeping service, and a leasing service r storage containers
and portable toilets. Also to be reviewed is compliance with th original use permit for
the waste transfer station. Zoning for the property is I-G (Gen ral Industrial) District.

Mr. Swift presented the staff report recommending approval of Ca UP-9l-lO subject to the
conditions of the staff report. He called attention to two revised C nditions of Approval that
were handed out tonight: one clarified the paved parking area, and the second concerned the
Standard Conditions of Development.

Commissioner Mahern commented she knew this is rather a unique situation and inquired as
to whether the Pleasanton Garbage Service kept their reporting to e City up-to-date. Mr.
Swift advised that PGS had to comply with the franchise agreemen with the City in order to
receive and retain the franchise. He noted that the transfer station' books are open to the
City for review. He added that new laws regarding recycling have essentially been included
in the Conditions of Approval.

~

In response to further questioning by Commissioner Mahem, Mr. wift stated PGS had not
been lax in any of their reporting. He noted that prior use permit ad a tonnage cap, which
was exceeded; however, that is part of the reason they are requesti g a modification to the
use permit.

Commissioner McGuirk asked Mr. Swift if the 720 per day tonnag cap included waste
recycle materials. Mr. Swift advised that 720 tons per day include the recycle material and
the total of what the facility can process in a day. In order for the to go beyond that
weight, they would have to expand the facility.

Commissioner Mahern questioned Mr. Swift as to whether PGS wi I have to move any of the
existing buildings on the site at this time. Mr. Swift replied that Conditions of Approval
do not require moving any buildings; however, some of the buildin s need to be brought into
compliance. If they need to rebuild or remodel extensively, they ould have to go through
the Design Review process.

THE PUBLIC HEARING WAS OPENED.

Martin Inderbitzen, 5000 Hopyard Road, represented the applicant. He stated they have read
the staff report and concur with the conditions. They expect to be orking with staff for the
next 90 days to be sure everything is in order. In response to a qu stion as to whether the
site will be monitored, Mr. Inderbitzen indicated they will be moni ored by Alameda County
Health Services, Department of Environmental Health, and review y the Alameda County
Solid Waste Board. He also explained how the compaction of the arbage takes place. At

Planning Commission Minutes
July 8, 1992

Page 7
