Inc. <br />Application for conditional use pennit approval for a recycling fa ility and the following <br />uses at 3110 Busch Road: sewage pumping service, truck and eq ipment repair, tire <br />sales and service, street sweeping service, and a leasing service fo storage containers <br />and portable toilets. Also to be reviewed is compliance with the riginal use pennit for <br />the waste transfer station. Zoning for the property is I-G (Gene I Industrial) District. <br /> <br />Mr. Swift presented the staff report recommending approval of Case <br />conditions of the staff report. He called attention to two revised Co <br />were handed out tonight: one clarified the paved parking area, and <br />Standard Conditions of Development. <br /> <br /> <br />P-91-1O subject to the <br />itions of Approval that <br />e second concerned the <br /> <br />Commissioner Mahern commented she knew this is rather a unique s tuation and inquired as <br />to whether the Pleasanton Garbage Service kept their reporting to the City up-to-date. Mr. <br />Swift advised that PGS had to comply with the franchise agreement ith the City in order to <br />receive and retain the franchise. He noted that the transfer station's ooks are open to the <br />City for review. He added that new laws regarding recycling have e sentially been included <br />in the Conditions of Approval. <br /> <br />~ <br /> <br />In response to further questioning by Commissioner Mahern, Mr. S 'ft stated PGS had not <br />been lax in any of their reporting. He noted that prior use permit h a tonnage cap, which <br />was exceeded; however, that is part of the reason they are requesting a modification to the <br />use permit. <br /> <br />Commissioner McGuirk asked Mr. Swift if the 720 per day tonnage <br />recycle materials. Mr. Swift advised that 720 tons per day includes <br />the total of what the facility can process in a day. In order for them <br />weight, they would have to expand the facility. <br /> <br /> <br />p included waste <br />e recycle material and <br />go beyond that <br /> <br />Commissioner Mahern questioned Mr. Swift as to whether PGS will ave to move any of the <br />existing buildings on the site at this time. Mr. Swift replied that the onditions of Approval <br />do not require moving any buildings; however, some of the buildings need to be brought into <br />compliance. If they need to rebuild or remodel extensively, they wo Id have to go through <br />the Design Review process. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Martin Inderbitzen, 5000 Hopyard Road, represented the applicant. e stated they have read <br />the staff report and concur with the conditions. They expect to be w rking with staff for the <br />next 90 days to be sure everything is in order. In response to a ques . on as to whether the <br />site will be monitored, Mr. lnderbitzen indicated they will be monito ed by Alameda County <br />Health Services, Department of Environmental Health, and review b the Alameda County <br />Solid Waste Board.
