ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Mahern, Michelotti, and Vice hairman McGuirk
None
Commissioner Wright and Chairman Hovingh
None

Resolution No. PC-92-56 was entered and adopted approving Case -92-27 as motioned.

RZ-92-2. Citv of Pleasanton
Consideration of a proposed amendment to Chapter 18.100 of th Municipal Code to
allow the temporary use of banners for religious institutions.

Mr. Swift presented the staff report for Case RZ-92-2, recommendi g that the Commission
take public testimony at this meeting, and defer final action until the July 8 meeting as
previously discussed.

Vice Chairman McGuirk questioned Mr. Swift as to whether some ing like a church-
sponsored Easter pasta feed would be handled under the proposed a endment. Mr. Swift
agreed that it would be intended to cover something of that nature, ather than just religious
services.

~ Commissioner Mahern questioned if the City loosens restrictions on banners for religious
institutions, whether that might then have an effect on schools who se banners to advertise
spaghetti feeds, etc. Mr. Swift advised that this amendment would ave nothing to do with
the school district banners.

Mr. Beougher also advised that the City tries not to regulate Coun and school district
activities and the amendment would not affect the schools.

Commissioner Mahern commented that the schools ordinarily have arge paper banners that
become ragged after a short time. She expressed concern as to the type of material the
churches might use for their banners.

THE PUBLIC HEARING WAS OPENED.

David Sell, Pastor of Pleasanton Community Church, spoke in fav r of the use of banners.
He felt it was needed for those who are not regular churchgoers, b t might wish to go to
church on Easter or Christmas but do not know what is going on. e felt many people
would not attend church if the banners were not used. He also felt it was a good way to let
people in town know of other activities within the church, such as pecial meetings, special
meals, etc. He felt that he was speaking for most churches in the ea. However, he noted
that he does not wish to detract from or oppose the City's existing ign ordinance.

P1mniog CommiIsioa Minutes
1une 24, 1992

PlieS
