Mr. Swift presented the staff report recommending approval of Case entative Tract Map 6266 subject to the conditions of the staff report. Commissioner Mahem stated she has no problem with the project, b t she does have a problem with the fact that the trees have been removed from the site d grading has taken place. She wondered what could be done to avoid such situations in e future. Mr. Swift replied that the City used to be very accommodating with respect to rading permits and, unfortunately, staff gave a grading permit for this project before appr val of the Final Map, He said this is no longer done by the City until the bonds are in hand to make sure the project will actually take place. He noted that sometimes even that d not provide protection, and cited Golden Eagle Farms.
