He Sta that he favored flexible <br />zones; if they can be made to work for this area. In regard to con ms about fumes, he <br />noted that heavier traffic, such as buses or other traffic would have the option of driving on <br />the side streets directly adjacent to Main Street. He felt what is im rtant to be considered <br />is not whether every restaurant owner or business will desire a fle . Ie zone, but that the <br />concept has great merit. He favored the four-way stop sign and th ught that it would be <br />good to slow traffic down as at Main/St. Mary Streets. He also fa ored the use of <br />interlocking pavers rather than concrete as the pavers can be pulled up when maintenance is <br />needed, whereas concrete would need patching. In regard to lighti g, he favored relocating <br />the street lights; the lower lights would shed more light on the busi ess storefronts and on <br />banners that might be used. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Lengthy discussion ensued as to the cost of Option C. Mr. Freedm briefly showed an area <br />of slide again, noting that Option C could be constructed for about e same funds as Option <br />A. Mr. lserson advised that Option C or a variation of it could be ery close to budget, <br /> <br />In response to Commissioner Mahem's question, Mr. Freedman ad ised that flexible zones <br />and/or angled parking could be accomplished. <br /> <br />Commissioner Horan strongly indicated that he would prefer that the different options be <br />put out to bid. Mr. Higdon, Mr. Beougher, and Mr. Freedman ad ised him that this was not <br />feasible and much too costly. <br /> <br />Mr. Beougher questioned Mr. Freedman about the matters of steps n the flexible zones and <br />how this would relate to the American Disability Act. Mr. Freedm noted that this can be <br />handled by putting in a ramp every so many feet. He also felt that paces designated for <br />handicapped parking should be included. <br /> <br />Commissioner Mahem stated she liked the idea of flexible zones; h wever, she felt that <br />Mountain View's downtown area with the flexible zones was messy and that plants were not <br />uniform. She questioned staff as to how this would be handled, if ey go ahead with <br />flexible zones. Mr. Swift noted that problems have arisen in the p t when an individual <br />merchant is expected to maintain the area in front of his business. It could be handled in <br />different ways, such as the City crews might have to do litter patro with the City owning the <br />planters and landscaping, or this responsibility could be put onto th individual merchants. <br />He indicated that the merchants might only need to maintain a porti n of the flexible zone. <br /> <br />Further discussion ensued between Commissioner Horan and Mr. 'gdon in regard to <br />parallel parking versus angled parking. <br /> <br /> <br />Chairman Hovingh questioned Mr. Iserson as to whether street ven ors might park their <br />stand anywhere they choose.
