<br />~ <br /> <br />He continued to say that there is no intent to have a drive-through treet on Martin Avenue <br />and there is no intent to have anything but a turnaround, which is. accordance with the <br />Specific Plan. <br /> <br />Commissioner Hovingh referred to Condition 8 and noted that it r ers to a single <br />homeowners association, whereas the applicant has referred to two associations. Mr. Swift <br />clarified that there will be a "blanket" association with several sub associations. <br /> <br />Commissioner Horan referred to Condition 9 and asked Mr. Swift whether the 50 dBA level <br />could be improved upon. Mr. Swift said this could be accomplish with extra insulation in <br />the attics of the homes. Some additional study could be done on is matter. <br /> <br />Commissioner Horan referred to Condition 17. Mr. Swift noted at the park plans are to be <br />reviewed by the Park and Recreation Commission and approved p . or to construction. He <br />indicated that the school park and the neighborhood would be adja nt to one another. <br /> <br />Commissioner Wright referred to Condition 21 regarding Martin <br />cul-de-sac and discussed this with Mr. Swift. Mr. Swift explain <br />discussion about "flipping" the design over and designing it some <br /> <br /> <br />venue terminating with a <br />that there has been <br />hat differently. <br /> <br />COMMISSION'S COMMENTS <br /> <br />Chairman Mahern stated there are some things she likes about the plan, specifically the <br />design of the houses for the townhomes and clustered homes. Sh liked the efforts the <br />developer has made in regard to the accesses off Stoneridge and bout looping the road <br />around. That is one of the few things she liked about the project, but cannot support it. The <br />thing that she was surprised about was that she thought it really as going to be "feathered"; <br />she does not see that taking place. She thought they were going see a project more like <br />the one across the Arroyo. In response to the neighbors' concern about traffic on Martin <br />Avenue, she said she never intended for this to be a possibility. he did not know how the <br />issue of traffic to the school would be resolved, but she did not ant to see that happen. She <br />agreed with Commissioner McGuirk that the park and school co d be "flip-flopped" back to <br />Stoneridge, and possibly this would work. However, she did not want the Commission to <br />redesign the project for the developer. She felt the townhouse pI did not have enough <br />parking space. She concluded that she would like single family I ts with a "feathering" <br />effect; more housing at the R-6,500 or the R-8,500; she thinks th project is too dense; and <br />needs to do a better job of buffering the people in the Mohr/M n area from the project. <br /> <br />Commissioner Michelotti said she was here when the Specific P was formed and when it <br />was decided that the Mohr/Martin area should remain a rural- area. That is why she <br />supported Martin Avenue being cul-de-saced. She did like the d ign; the fact that <br />Stoneridge did not have to have a soundwall the entire length. wever, she would support <br />a redesign where they get rid of the linear park and put the low- ensity housing back in <br />there. She pretty much agreed with Chairman Mahern that the p oject needs to be <br />redesigned. She would also favor some truly affordable housing nits. <br /> <br />Minute.
