<br />~ <br /> <br />Mike Brown spoke as Director for Ki1kare Woods Home Associati n, Suno1. He stated that <br />in November 1991, the association voted against residential deve10 ment in Sinbad Canyon <br />and that the area should remain in open space. They feel that if de elopment takes place <br />there that paving of streets could cause excessive flooding at some int and endanger homes <br />and lives in Sooo1. He thought the liability would be great and tha homeowners in Sunol <br />would have to carry flood insurance. He urged the Commission t the land be left as open <br />space and compensate the land owners in the hills in some other 11 ion rather than by <br />selling land for homes. <br /> <br />Dagmar Fulton, 4919 Peregrine Way, said she has lived in P1easan n all her life and has <br />seen just about everything. She had been on the ridgelands commi tee and the residential <br />subcommittee, and felt that the final report was a fair and equitab1 one. As far as being a <br />unique area, she felt there are hundreds of unique areas in the Bay area and in the hills <br />themselves. She did not think Hayward or Castro Valley had any 'ght to say what goes on <br />in the Pleasanton ridgelands. She felt that EBRPD did not need ad itionalland as they do <br />not have money to buy it or service it. She agreed that some trees may have to be removed <br />in the interest of human lives, but felt other trees could be planted. She expressed support <br />for the plan as presented and felt it should go forward. <br /> <br />Denise Garcia, 6868 Calle Altimira, Pleasanton, said she has been a resident for seven years; <br />did not serve on any committees, but wished to make some observ tions. She stressed that <br />the ecosystem of the Ridgelands must be saved. She noted that in e Oak Tree Farm project <br />there is concern about possibly having to cut down 25 Heritage tr . She pointed out that if <br />2,640 units are built that many more trees than 25 would have to me down. She also was <br />drought-conscious and questioned where the water would come fr for all the development. <br /> <br />Becky Dennis, 838 Grey Fox Circle, expressed concern and oppo tion to the final plan. She <br />did not like the plan or where it places residential development. e noted the opposition of <br />other agencies in the region. She felt the density transfer system as a lot of flaws and that <br />it would create problems; that it is just a concept. She doubted th plan could work if <br />annexation and/or development took place piecemeal. She felt the plan goals are two-fold, <br />but that they are in opposition to each other. She thought the pI language does not <br />guarantee open-space protection. She urged that the Commission gree to send the plan on <br />to the voters, but she had many misgivings about the plan as pr nted, and even whether to <br />put such a bad plan before the voters. <br /> <br />Emily Wagner, 520 Rowell Lane, Pleasanton, said she has been a resident for 17 years. She <br />was elected to be the chairman of the Executive Committee of the Citizens Ridgeland <br />Committee, and was also the Chairman of the Residential subcom ittee of the Ridgelands <br />Committee, and also served on the committee for Measure M. S e said she has been <br />involved in the process for over two years. Her reasons for bein on these committees were: <br />To preserve the ridgelands in its current pristine state of the ridge ands and ridgetops as seen <br />from the Valley floor, 1-680 and 1-580 corridor; to make availabl to the public as much of <br />the area as possible for active and passive park use; and finally, preserve as much open <br />space of the 7,100 acres as possible.
