<br />~ <br /> <br />Discussion ensued regarding Commissioner Hovingh's suggestion at a condition be added <br />that would require all children in the Ruby Hills development to u e public transportation to <br />school. Commissioner Hovingh explained he is trying to minimi the number of traffic <br />trips generated on Vineyard Avenue. Commissioner Michelotti fe this was something that <br />could not be conditioned, but that parents could be encouraged to arpool their children. <br /> <br />COMMISSION'S COMMENTS: <br /> <br />Commissioner Michelotti said that in general she felt the Tentative Map is in conformance; <br />however, she did have some concerns about grading. She could n t agree with <br />Commissioner Hovingh's suggestion on TSM or requiring mandat ry public school <br />transportation for children. However, she felt that it might be fea ible for a homeowners' <br />association to provide some sort of van pool. In regard to water i sues, she said she was <br />shocked to hear that reverse osmosis would only provide 25% of t e project's needs. She <br />would want a strong message to go to Council that they are extre ely concerned about the <br />water supply for the Valley as well as for Ruby Hills, and that oth r sources need to be <br />found. In regard to C. 7, she felt that a 5 to 1 replacement ratio 0 trees would be sufficient, <br />and that any tree removal should be monitored. She could not agr to having a wine tasting <br />room in downtown Pleasanton. As far as affordable housing is co cerned, she felt this <br />developer should not be treated any differently than any others. <br /> <br />Commissioner Horan noted that he will have to abstain from furth r discussion and a vote <br />because of being a member of St. Augustine Church. <br /> <br />Commissioner McGuirk stated that in regard to any modification 0 the S-curve he would <br />want any other necessary work on that road, such as installation 0 utility lines, to be done at <br />the same time. Commissioner Michelotti commented that she wo ld prefer for that road <br />work to be done before people move in. Mr. Higdon indicated th t these contingencies are <br />already in the plan. <br /> <br />A motion was made by Commissioner Michelotti, and seconded b Commissioner Hovingh <br />approving the conditions as listed in Exhibit B, and recommending to Council that these <br />conditions be incorporated in the tentative map conditions of appro al of the County of <br />Alameda, or shall be incorporated into any Final Map(s) and impr vement plans submitted to <br />the City or County for review and approval, with the following m ification: <br /> <br />o That Street C-l becomes a loop street to Street A. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Hovingh, McGuirk, Michelotti, Wri ht, and Chairman Mahern <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Commissioner Horan <br /> <br />Minutes Planning Commission <br />January 8, 1992 <br /> <br />Page 6 <br />
