<br />Discussion ensued between Ms. Tracy, Commissioner Horan, and Chairman Mahern as to <br />whether state officials are addressing the water issues, and whethe other sources such as <br />cloud seeding is available. It was suggested that other states migh be willing to sell water, <br />but that piping it in would be very expensive. <br /> <br />Mr. Swift pointed out that the conditions of approval state there m st be adequate water for <br />the project before permits would be granted. Should adequate wa r supplies prove to be <br />unavailable, a freeze on all new projects would take place. He ad ed that a reverse osmosis <br />treatment plant is being considered. He noted that it is not accura to say that this project <br />will automatically be allowed to use water designed for use by V ey residents. <br /> <br />Commissioner Michelotti commented that statements on the adequ cy of water sound <br />somewhat contradictory. Mr. Swift clarified that Zone 7 has not mposed any moratoriums <br />nor asked the City to cut down development. The City has been sked to conserve water, <br />but not on an emergency basis. He indicated that Zone 7 is also ooking at a reverse <br />osmosis treatment system. <br /> <br />Robert Cordtz, 262 W. Angela, said the voluntary water conserva .on program for <br />Pleasanton has been a disaster. He noted the figures for March w re minus 18 percent. He <br />said the water contract calls for a 5-year periodic review. He said that the contract had not <br />been reviewed and re-negotiated when it should have been in 1987 noting that it should have <br />been reviewed and adjusted for growth and changing conditions. e felt there was not an <br />adequate water supply for the existing residents and for a develop ent the size of Ruby <br />Hills. <br /> <br />Mr. Ghielmetti responded to the concerns about insufficient water upplies for the project <br />and stated they are prepared to supply this water. He noted that r. Swift is very <br />knowledgeable about the water situation and suggested that the Co ncil and City officials <br />meet with other cities to see if something can be worked out. He ointed out that other cities <br />are also looking at the marketing of water, some to buy and some 0 sell. He further noted <br />that the subject is much too complex to try and work out tonight. <br /> <br />Commissioners Hovingh and Michelotti further discussed the reve e osmosis system with the <br />applicant. The applicant noted that reverse osmosis could provide about 25 % of the project <br />water. <br /> <br />Commissioner Michelotti discussed possible park areas with the a licant. The applicant <br />said they have had a number of meetings with Dolores Bengtson d Brian Swift on this <br />matter and will continue to work with them.
