As part of General Plan Update Memo No. 1 (January 19, 2004): Land Use Overview, staff <br />provided the City Council and the Planning Commission with several tables related to <br />existing residential development, approved residential projects, and future potential units <br />assumed on land with no existing planning entitlements. Table I.c. of Memo no. 1, attached, <br />summarized these numbers for all land within the City's Planning Area Boundary. The <br />Planning Area Boundary describes an area larger than the City limits, the Urban Growth <br />Boundary, and the Sphere of Influence. The Planning Area Boundary encompasses <br />incorporated and unincorporated territory "bearing a relation to the city's planning" <br />according to State of California General Plan Guidelines (2003). It is important to use <br />numbers related to the Planning Area Boundary rather than City limits in order to make a <br />comparison to the voter-approved housing cap of 29,000 units that is a limit on the number <br />of housing units within the Planning Area. <br /> <br />The "Total Dwelling Units At Build-ont" number is the sum of four numbers: · Units Built (based on final inspections and occupancy permits) <br /> · Units Under Construction (based on building permits issued but not finaled) <br /> · Approved Units (based on Planning approvals, not counting those units in the <br /> construction stage) <br /> · Potential Future Units (based on vacant and underutilized parcels with no planning <br /> entitlements and calculated using the mid-point of the General Plan residential <br /> density range) <br /> <br /> For the purposes of defining a "housing unit" under the housing cap, it is defined as a <br /> dwelling unit which has one or more rooms and a single kitchen. It does not include <br /> housing with any aspect of congregate care (such as a senior assisted care facility which <br /> includes some meals), second dwelling units, or any group housing located on <br /> commercially-designated property. <br /> <br /> Table 7 below compares existing and buildout residential development numbers as <br /> calculated for January 1, 2004 and January 1, 2005. As of January 1, 2005, there were <br /> 25,459 dwelling units. The remaining "capacity" under the cap over and above the units <br /> that are assumed to be developed under the 1996 General Plan is estimated at 1,685 units. <br /> As of today, however, "existing units" currently stand at around 25,500, and the "total <br /> dwelling units at buildout" number is likely to remain approximately the same unless <br /> projects are approved at substantially higher or lower than the assumed residential <br /> mid-point. Of course, this number will likely change with the new Land Use Map which the <br /> Council will approve with the General Plan Update. <br /> <br /> SR 05:135 <br /> Page 7 <br /> <br /> <br />
