All of the traffic model runs done to date have shown significant regional cut-through traffic <br />(no Pleasanton Planning Area trip end) using several City street routes, most notably: <br /> · Sunol Boulevard-First Street-Stanley Boulevard (or Sunol Boulevard-Bernal <br /> Avenue-Stanley Boulevard) <br /> · Berual Avenue at 1-680-First Street-Stanley Boulevard <br /> · Foothill Road-Stoneridge Drive <br /> <br />Smaller or larger cut-through volumes also use other routes, depending on the model run. <br />Other traffic with a Pleasanton Planning Area trip end also chooses local routes when a <br />freeway route, if uncongested, would be quicker. These routes usually are <br />worker-trip-related with origin/destination at the City's business parks and include routes <br />through town (e.g., Stoneridge Drive-Santa Rita Road-Valley Avenue-Stanley Boulevard, or <br />Bernal Avenue-First Street-Stanley Boulevard/Bernal Avenue-Valley Avenue-Hopyard <br />Road-West Las Positas Boulevard-Santa Rita Road) rather than using the congested freeway <br />systems. The impact of these constrained-model "choices" is to put much more traffic at <br />some of the City's gateways than would exist under a "demand-model" run. <br /> <br />Cut-through traffic - by every definition - is planned to be discussed at the next workshop. <br />However, staff would like the Council to concur that in investigating land use/circulation <br />network alternatives (the next workshop topic), the concept of a constrained model run will <br />continue to be applied. What this will mean in practice is that staff will "mitigate" traffic at <br />existing and/or new gateways only to the extent that "downstream" streets and intersections <br />can reasonably accommodate the expected new traffic attracted to a new and/or improved <br />route. There will likely continue to be significant congestion at certain gateway <br />intersections (or for certain movements at these intersections) in every alternative; to <br />improve these sufficiently to achieve a Levels-of-Service C-D operation will likely attract so <br />much additional traffic that either these intersections or the next ones "downstream" will <br />operate at Levels-of-Service E-F. With Council's concurrence to this method of looking at <br />alternatives, staff can continue to address the various land use/circulation network options. <br /> <br /> CALCULATION OF BASELINE DEVELOPMENT NUMBERS <br /> <br /> This section addresses questions regarding the number of existing residential units and the <br /> number that is assumed for buildout of the 1996 General Plan. Councilmembers have noted <br /> that several slightly different numbers have been used in City and Pleasanton Unified <br /> School District (PUSD) materials. However, the differences between these numbers reflect <br /> either different geographic areas being considered (Planning Areas compared to City area), <br /> different dates for accounting of existing residential units (January 1, 2004 compared to <br /> 2005), or assumptions for changes to the General Plan (for example, PUSD assumptions for <br /> additional housing in Hacienda Park). <br /> <br /> SR05:135 <br /> Page 6 <br /> <br /> <br />
