The Triangle Study's Technical Advisory (TAC) and Policy <br /> Advisory Committees (PAC) were both advised by City <br /> representatives that it was unlikely that these projects would be <br /> built in the near, or foreseeable future (if at all), and that model <br /> forecasts including these roadway elements would provide <br /> unrealistic circulation information. <br /> <br /> The study's TAC has been meet'rog at least once a month, and the <br /> PAC about once a month. Staff is requesting that the City Council <br /> provide the City's representatives to this study direction regarding <br /> issues important to the City Council to be represented to the Tri- <br /> Valley Triangle Study's TAC and PAC at future meet'rags. Staff <br /> believes it is important to refocus the PAC view to Triangle <br /> roadway improvements and not include possible local <br /> improvements that may or may not be constructed. <br /> <br />Honorable Mayor and Members of the City Council <br /> <br />BACKGROUND <br /> <br />Together, the Countywide Transportation Plan and the Alameda County Transportation <br />Improvement Authority (ACTIA) identify over $500 million in roadway improvement <br />projects along the 1-580, 1-680 and Route 84 corridors. The CMA has begun a study of <br />the 1-580, 1-680 and Route 84 corridors (Tri-Valley Triangle Traffic Study) to refine <br />planned improvements and to identify the best sequence to construct improvements. A <br />goal of the study is to develop consensus on the proposed projects and project sequencing <br />so that projects can move forward with unified local support. The CMA has budgeted <br />$400,000 for this study. To enhance the traffic model's ability to identify how these <br />projects impact local roadways, the cities of Pleasanton, Livermore and Dublin have <br />committed an additional $175,000 in local funding for the Triangle Study. The study is <br />expected to take nine to twelve months to complete. <br /> <br />Funding for projects along the 1-580, 1-680 and Route 84 corridors will become available <br />gradually over the next 25 years. The Triangle Study is using an enhanced version of the <br />Contra Costa Transportation Authority (CCTA) traffic model to forecast future traffic <br />conditions throughout the Tri-valley area.
