In response to an inquiry by Ms. Stem regarding ideas to be included in the Vision and
Principles, Commissioner Roberts stated that she did not want to touch the controversial
Housing Element.

Commissioner Blank suggested the larger vision of"A great place to live, work, and
play" be expanded by language following that paragraph.

Commissioner Fox suggested using the term "employment" instead of "job," and delete
the word "visitors" from "opportunities and high-quality housing for residents and
visitors." She suggested striking the following language: "Where new development
blends successfully into existing neighborhoods." She agreed with the City of Pasadena's
language which supported "the tradition of citizen activism dedicated to preserving
quality of life. Participation will be a permanent part of achieving a greater city." She
supported adding citizen participation as a separate bullet.

Commissioner Roberts suggested changing the language referenced by Commissioner
Fox to "A variety of attractive neighborhoods with housing of various types of densities."

Commissioner Arkin was unsure whether this sort of visioning process was generally
useful in practical application.

Commissioner Blank believed there should be a crux of that vision that people could
express and access easily.

Commissioner Arkin supported Commissioner Blank's characterization of Pleasanton as
"A great place to live, work and play."

No action was taken.

a. PDR-426, David Bogstad
Application for design review approval to construct a 4,977-square-foot,
two-story custom home with 1,106 square feet of garages to be located at
5250 Clubhouse Drive (Lot 13 of Tract 7372) of the Madposa Ranch
development by the Callippe Preserve Golf Course. Zoning for the property is
PUD-GC and LDR (Planned Unit Development - Golf Course and Low Density
Residential) District.

Ms. Decker introduced Mr. Pavan, who presented the staffreport. He described the
history and scope of this application. He noted that Mr. Bogstad was in agreement with
all of the changes. He noted that the project fit the guidelines perfectly, and staff
recommended approval of this application subject to the new conditions of approval.
Mr. Pavan presented the amended conditions which included additional Design
Guidelines conditions approved by the City Council at its April 5, 2005 meeting, as
follows:
1. Tree planting shall focus on using valley oak and live oak species.

PLANNING COMMISSION MINUTES April 7, 2005 Page 5 of 16
