these trees from any construction damage. The report also needs to assess the proposed surface <br />improvements within all the tree driplines and to provide any construction measures needed to <br />ensure the longevity and health of the existing trees. The City's Landscape Architect will re- <br />view the tree report and landscape plan. Once the tree report is approved, the applicant is re- <br />quired to print the report's recommendations on the specification, site plan, and landscape plan <br />pages of the building permit plan set. Staff's recommendation also includes conditions covering <br />tree trimming and security bonds for the existing trees. <br /> <br />Fencing <br /> <br />The Specific Plan establishes the following guidelines for fencing. Site perimeter and other out- <br />laying fencing in these areas should remain visually open (i.e., split-rail or wire-mesh) in order <br />to minimize the visual "ribbon-like" effect of fencing on the hillsides. During the review of the <br />PUD development plan for the Vineyard View and Vineyard Hill subdivisions, the Planning <br />Commission specifically required that all fencing on the lots be an open-style fencing. Wire <br />mesh may be added to the fence for access control. <br /> <br />The developer is proposing to remove the existing fencing along the westerly portion of the <br />property and indicates in the photo simulation that there is to be a solid landscaping wall con- <br />structed around the entry way. The plans do not clearly indicate if the landscape wall and arbor <br />element are a part of this proposal. Staff has provided a condition of approval that the arbor be <br />reviewed separately at the time the applicant wishes to construct it or provide adequate details in <br />the house plan set prior to building permit submittal. The element would be regulated by the ac- <br />cessory structure standards and noticing requirements. The indicated landscaping wall would <br />need to be revised to meet the intent of the Specific Plan (page 33, Landscaping item d6), which <br />requires the fencing to be visually open. <br /> <br />Visual Analysis <br /> <br />The Specific Plan requires that a visual analysis of future homes in this area be conducted during <br />the PUD development plan review process for projects on sites with improvements heights <br />above a 475 ft. elevation limit. The applicant did provide a photo simulation, which is a more <br />artistic perspective of the proposed project and does not include the proposed vegetation. Staff <br />finds that the simulation adequately illustrates the proposed architectural style. <br /> <br />Road Dedication <br /> <br />This project is required to abandon and dedicate in fee the Vineyard Avenue Trail for public <br />benefit. The dedication would reduce the lot size by approximately 4,700 square-feet, resulting <br />in a lot size of approximately 29,920 square feet. The shifting of the property line would reduce <br />the side yard setback by approximately 7 feet, but will not affect the proposed building loca- <br />tions. <br /> <br />Item 6. b., PUD-43 Page 7 of 25 April 7, 2005 <br /> <br /> <br />
