BACKGROUND <br /> <br />In June 1999, the Vineyard Avenue Corridor Specific Plan (herein referred to as the Specific <br />Plan) was adopted by the City to guide development along Vineyard Avenue. The Specific Plan <br />area can best be characterized as a "rural residential" neighborhood. The Plan area consists of <br />33 lots with the potential of constructing 208 dwelling units at build out. <br /> <br />The Specific Plan requires all development proposals within the Specific Plan Area to be subject <br />to the City's Planned Unit Development (PUD) development plan review process. The pro- <br />posed project is a one-lot PUD development, located within Subarea 1 of the Specific Plan (Lot <br />8). Subarea 1 encompasses Lots 1-17, which are all located on the western portion of the Plan <br />area and south of Vineyard Avenue. Most of the home sites in this Subarea are five acres or less <br />in size and contain an existing home. The Vineyard Avenue Corridor Specific Plan allows the <br />construction of one single-family residence on this lot. <br /> <br />SITE DESCRIPTION <br /> <br />The Specific Plan anticipated Vineyard to be realigned. The subject site now abuts the new re- <br />aligned Vineyard Avenue to the south, the old Vineyard Avenue (now known as Vineyard Ave- <br />nue Trail) to the west and north, and Shadow Cliff Regional Recreation Area (East Bay Re- <br />gional Park District) to the north. Vineyard Avenue Trail currently serves the existing home and <br />will continue to serve as access to the proposed home. <br /> <br />The site is approximately 34,620 square feet in size and is relatively flat to gently sloping with a <br />eight (8) percent average slope from the north to the south of the lot. The majority of the slope <br />change occurs on the north end of the property, where the existing eucalyptus trees and proposed <br />vineyards are located. The remainder of the site has an approximately three (3) percent slope. <br />The new home will be constructed in the same location as the existing home. The site is <br />sparsely vegetated except for the existing stand of eucalyptus trees and a few other trees. <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed PUD development plan is for the demolition of the existing 1,628 square-foot <br />home to construct a new 4,035 square-foot, single-story, single-family residence on the 34,620 <br />square-foot site. <br /> <br />The proposed house would be continuing the current orientation of the existing residence, which <br />is facing toward Vineyard Avenue Trail (west). Access would be provided from the Vineyard <br />Avenue Trail. <br /> <br />The architecture is designed in a French Chfiteau style with features that are consistent with the <br />village style that is encouraged in the Specific Plan. The proposed vineyards are consistent with <br />the surroundings and the proposed architecture.
