STAFF RECOMMENDATION: <br /> Approval, by taking the following actions: <br /> (1) Find that there are no new or changed circumstances which require <br /> additional CEQA review of the project, <br /> (2) Find that the development plan is consistent with the General Plan <br /> and Specific Plan as described in the staff report; and <br /> (3) Introduce the attached draft ordinance approving PUD-43, subject <br /> to the attached Conditions of Approval, Exhibit "B." <br /> <br />SUMMARY: Issues regarding this project were limited to access to and visibility of the <br /> home from the East Bay Regional Park District Property. The project, as <br /> conditioned, addresses these issues. The Planning Commission is <br /> recommending approval. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Vineyard Avenue Corridor Specific Plan was adopted in June 1999; its Financing Program <br />was subsequently adopted in March 2000. Individual projects within the Specific Plan could <br />then propose PUD development plans, consistent with the provisions of the Specific Plan. <br /> <br />The Planning Commission reviewed this Planned Unit Development (PUD-43) proposal on April <br />7, 2005 at a public hearing. The Planning Commission made some minor revisions to the <br />recommended conditions of approval and voted 4-0 (1 absent) to recommend approval to the City <br />Council. The Planning Commission staff report and hearing minutes are attached for reference <br />(Attachments 3 and 5). <br /> <br />The Planning Commission did not have any real issues with the project; the hearing discussion <br />was limited to access to and visibility of the home from the East Bay Regional Park District <br />Property. Some minor discussion was given to the stone treatment of the chimney. The <br />applicant has made changes to the plans, and the conditions of approval (Exhibit B) have been <br />revised to address the Planning Commission's access concerns. <br /> <br />SITE DESCRIPTION <br /> <br />The proposed project is located in the Vineyard Avenue Corridor Specific Plan. The Specific <br />Plan anticipated Vineyard Avenue to be realigned. The subject site now abuts the new realigned <br />Vineyard Avenue to the south, the old Vineyard Avenue (now known as Vineyard Avenue Trail) <br />to the west and north, and Shadow Cliff Regional Recreation Area (East Bay Regional Park <br />District) to the north. Vineyard Avenue Trail currently serves the existing home and will <br />continue to serve as access to the proposed home. <br /> <br />SR:05:123 <br />Page 2 <br /> <br /> <br />
