account for the inflation in construction costs over time. This would bring the cost to about <br />$258/S.F. in current dollars for a custom-designed public restroom. This figure compares <br />favorably with costs that staff has solicited from manufacturers for prefabricated structures. As <br />an example, the cost provided by Romtec Manufacturing, Inc. for its standard design structure <br />that meets the City's program is approximately $260/S.F. This cost is for a "turn key" restroom, <br />which includes the cost of all materials and factory construction, delivery to the site, preparation <br />of a receiving slab and finishing trim; however, it does not include upgraded plumbing fixtures <br />or building infrastructure. <br /> <br />Design. Architectural and engineering design fees for the preparation of construction <br />documents (this applies primarily to a custom designed structure) may be as much as $35,000 to <br />$45,000. This is approximately 16% to 20% of the overall construction cost for the facility, and <br />is typical for small projects of this type. Design of a manufactured structure is usually borne by <br />the manufacturer; however, site layout and infrastructure design are the owner's responsibility, <br />and therefore, some design cost (perhaps as much as $10,000 to $15,000), would need to be <br />budgeted to accomplish this work. <br /> <br />Infrastructure. As mentioned earlier, nearby utilities are available along W. Angela Street to <br />service the proposed building. The cost of providing the actual services - both sewer and water, <br />has been estimated at approximately $14,050. This figure does not, however, include <br />connection fees. The City's Building Division estimates the one-time sewer connection fee <br />(DSRSD) at roughly $13,050, and the City sewer connection fee at $660. It is anticipated that a <br />minimum 3A" size water meter would be required to service the building. Fees for a meter of <br />this size are currently $20,605 (City and Zone 7 fees combined). The total estimated <br />infrastructure cost - both service and fees, is projected at $48,365. This figure must be budgeted <br />as a minimum for either type of building (custom designed or manufactured). <br /> <br />DISCUSSION <br /> <br />Both City staff and the design consultant believe that an attractive, functional, and maintainable <br />public restroom building can be provided either through custom design and construction, or the <br />purchase ora manufactured building. Furthermore, the difference in operating costs and long- <br />term maintenance or replacement costs between the two (2) building types is negligible. There <br />is a general impression that prefabricated buildings are far less expensive than equally sized <br />custom designed structures. To the extent that prefabricated structures eliminate the need for <br />original architectural design fees and utilize a cadre of standard materials in construction, this is <br />true. By the time one considers the costs associated with delivery to the site, foundation <br />construction and utility connection, set-up and detailing, however, the overall costs between the <br />two building types are commensurate. As a result, cost alone should not be the determining <br />factor for selecting the building type for this highly visible location. <br /> <br />The advantages of a custom designed structure would allow the City the freedom and flexibility <br />to develop a building of its choice - both materially and aesthetically.
