consist of rock veneer entry walls (260 lineal feet), a masonry wall along Moller Ranch Drive <br />(1200 lineal feet), an extensive irrigation system, decorative street light'mg at the project <br />entrance and other features. <br /> <br />With the assessment of two City-owned parcels, the City will pay approximately $1,121 as a <br />result of the passage of Proposition 218. <br /> <br />PUBLIC COMMENT <br /> <br />In 1999, in order to promote a better understanding of these Districts, staff held informational <br />public meetings with property owners from each District to discuss the function of the <br />Lighting and Landscaping Districts. Since that time, because of the low turnout at these <br />meetings, staff provides general information to residents within the Landscape and Lighting <br />Districts as a part of the public notice for confirmation of the Engineer's report. This annual <br />notice provides the name and phone number of a staff contact person should questions arise. <br />Since there have been few inquiries, staff is proposing to send out a similar notice this year. <br />Over the past year, discussions have occurred with various property owners in each of the <br />Lighting and Landscape Districts as well as their Homeowners' Associations. City staff <br />continues to maintain an open dialogue with individual property owners and various <br />representatives of the districts. <br /> <br />FISCAL IMPACTS <br /> <br />As a result of changes in the administration of Lighting and Landscape Districts due to <br />Proposition 218, the City will incur a small fiscal impact. The City will pay approximately <br />$17 for the parcel (Del Prado Park) and $9,703 for the "general benefit" area along the <br />Arroyo in L & L District 1984-1 (Ponderosa); $253 for the parcel (water tank site) in L & L <br />District 1993-2 (Bonde Ranch); $1,121 for the two parcels (water tank site and trails staging <br />area) in L & L District 1995-1 (Moller Ranch); and $466 for the parcel (sewer lift station) in <br />L & L District 1994-1 (Oak Tree Farm). As with last year's total assessments, staff <br />recommends that this total of $11,560 be appropriated from the applicable City Funds <br />(General Fund, Water Fund, and Sewer Fund), after the public hearing. <br /> <br />SR:05:109 <br />Page 7 of 8 <br /> <br /> <br />
