The method and manner for he provision of these funds and/or facilities shall be approved by the City and shall be in place prior to approval of the fi al map. In no event shall construction commence unless the a ove method and manner for the provision of these funds and/o facilities has been approved. 20. The developer acknowledges that the City f Pleasanton does not guarantee the availability of sufficient ewer capacity to serve this development by the approval of th' s case, and that the developer agrees and acknowledges that bu lding permit approval may be withheld if sewer capacity is foun by the city not to be available. 21. This approval does not guarantee the avai ability of sufficient water to serve the project. The city s all withhold building permits for the project if at the time building permits are applied for, mandatory water rationing is in effect, unless the City has adopted a water offset program an unless the developer is participating in the program. Notwithstanding the developer's participation in such a p ogram, the City may withhold building permits if the City dete ines that sufficient water is not available at the time of a plication of building permits. {end}
