Except as hereinabove pro- <br />vid~d in this ;~ection 3, all other lights visible from the sea are <br />prohibited at ni~Uht, includim~,~ but not limited to li~jht from fires, <br />bonfires, ~rkcd cars, flashli;~j~hts and lanterns. <br /> <br /> (f) DEFIi~'ITION OF "VISIBLE FROi;i T):~ ~GXA.' The phrase <br />~'Visibls from the sea," as used herein, is intended and shall be <br />construed to m~an and include the following: <br /> <br /> Visible at any time from the waters of the ~acific <br />Ocean, or from the waters of the Straits of Juan de ~'~ca lyin,~g <br />south of a line extending due east from the most southerly point <br />of Vancouver Island and west of a line running due north and south <br />t]~rou.~iZh the easternnest point of the easterly ~oundary line of the <br />GirL' of l~ort Tov~'nsend, Washington, or visible from any of those <br />bodies of water located on the shoreline of the :;.~tate of Ca!i- <br />fornia generally known and described as follows: <br /> <br /> Santa Lionlea Bay; <br /> Santa Barbara Channel; <br /> ~an Luis Obispo Bay; <br /> Estero Bay; and <br /> i~ionterey Bay; <br /> <br /> ~rovided, however, that the waters of San Francisco Bay, <br />lying easterly of a line extending from point Benira throu~h LZile <br />Rock, is not intended and shall not be construed to be a part of <br />ti~e sea; and solely for the purposes of ~Section 3 (c) hereof, con- <br />cerning street and ~ighway traffic, the phrase, ~,areas visible <br />from the sea," is also intended and shall be construed to mean and <br />inc!uc~e that ~portion of streets or highways which may not in fact <br />be visible from the sea but which is within areas generally visible <br />from the sea. <br /> <br /> 4. Any person violatin[~ any of t'~~ provisions of this <br />Froclamation, or orders issued pursuant the0.~, is subject to im- <br />mediate exclusion from the territory of the ~,~stern Defense Com- <br />mand, and to the criminal penalties provided in i~ublic Law No. <br />503, VVth Con~ress, approved i.iarch 21,194~, entitled "An Act to <br />provide a penalty for the violation of restrictions or orders with <br />respect to persons entering;, remaining in, leavinff, or co~nitting <br />any act in military areas or zones." <br /> <br /> 5. The Ninth Regional Civilian Defense Board is hereby <br />designated as the primary agency to aid in the enforcement of the <br />foregoin~ provisions. It is requested that the civil law enforce- <br />ment a;~gencies and ~]tate and local govermnental bodies within the <br />areas affected by this proclamation assist the i~jinth Regional <br />Civilian Defense Board in the enforcement hereof. <br /> <br /> - 4 - <br /> <br /> <br />
