The design of the subdivision is not likely to <br />cause serious public health problems. <br /> <br />All utilities and services will be designed to City <br />standards to ensure the public health and safety. <br />The entire site and each new home would be <br />connected to the City's water system and the sewer <br />system. The existing home would not need to <br />utilize a septic system. Construction of a sewer <br />pump station and force main will help to service <br />this site, as well as the nine lots on the east <br />side of Foothill Road. As with all developments in <br />high hazard fire zones in the City of Pleasanton, <br />residential sprinkler systems are required for each <br />unit. In addition, a fire management program and <br />open space management program have been prepared <br />and approved for this site. Conditions of approval <br />of the PUD require that a Geologic Hazards <br />Abatement District (GHAD) shall be established <br />prior to approval of the final map to provide for <br />continuing geologic mitigation, maintenance and <br />repair of potential geotechnical/soils hazards. <br /> <br />5. The design of the subdivision or its related <br />improvements will not conflict with easements, <br />acquired by the public at large, for access through <br />or use of property within the proposed subdivision. <br /> <br />There are no existing easements across the property <br />with which the proposed subdivision would conflict. <br />All public utilities will be placed in public <br />rights-of-way or in new easements. Access <br />easements over the natural hillside portion of the <br />site will be provided to residents of the <br />subdivision to ensure continued access through the <br />more scenic areas of the site. This access to the <br />hillside also can provide residents with an easy <br />pedestrian link to the adjacent Pleasanton Ridge <br />Regional Park. Emergency vehicle access easements <br />also are provided to ensure that emergency response <br />can be provided even if public roads are not <br />available for use. <br /> <br />WHEREAS, the Planning commission determined that the stability of <br />the ancient landslide does not meet the City's acceptable <br />risk policy to allow houses to be constructed within 100 <br />feet of the toe of the slope and that a 38-1ot plan was <br />appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />
