<br />Zone 2: Downtown Commercial. The remainder of the Downtown <br />not fronting on Main street, including the second floor of <br />buildings with frontage on Main Street. <br /> <br />Permitted uses include all uses allowed in Zone 1 plus <br />offices, services, print shops, and financial institutions. <br /> <br />Churches, service stations, and high density residential are <br />conditional uses. <br /> <br />Auto repair is not allowed. <br /> <br />33. The "retail-only" on the ground floor element of the Land <br />Use Plan shall not be implemented until after the Main <br />Street reconstruction project is completed. <br /> <br />34. If the Fire Department is relocated from the Fire Station <br />building, retain the building and put it to some other <br />public use. <br /> <br />35. Allow outdoor activities, such as street vendors, under <br />special permit. <br /> <br />36. Retain the existing civic facilities Downtown and encourage <br />new pUblic facilities which are used during the daytime to <br />be located in the Downtown. <br /> <br />37. Encourage the development of continuous retail storefronts <br />along Main street. <br /> <br />Historic Preservation <br /> <br />38. Encourage building owners to upgrade and maintain their <br />buildings, including backs of. buildings, so as to present an <br />attractive appearance faithful to their historical period. <br /> <br />39. Adopt an historic preservation program with incentives for <br />the property owners and merchants. <br /> <br />40. Establish a system for maintenance of buildings. <br /> <br />Tenant Merchandizinq/storerront Appearance <br /> <br />41. Investigate a cooperative maintenance plan for the Downtown, <br />including sidewalk steam cleaning, window washing, etc. <br /> <br />42. Provide technical assistance to merchants through the <br />Downtown Association and/or Chamber of Commerce for <br />effective merchandizing techniques. <br /> <br />5 <br />
