<br />10. The City pays the cost of the improvements necessary for the <br />trial parking lot plan, with the work contracted out to a <br />construction firm. <br /> <br />11. The City would assume liability during the time the lots are <br />open to the public. <br /> <br />12. The City would maintain the lots to their condition at the <br />time that the lots were opened to the public. <br /> <br />13. At the end of the reconstruction of Main street, property <br />owners would be encouraged to keep their lots open to the <br />public. If they choose to return their lots to private use <br />only, the City would pay to restore fences or landscaping to <br />the extent possible to their previous condition. <br /> <br />14. The City will consider on a case-by-case basis waiving <br />additional parking requirements or the payment of in-lieu <br />fees if the property owner allows existing parking on the <br />property to be open to the public where building expansions <br />exceeding 25% and/or the construction of new buildings is <br />proposed. Considerations will include access, circulation, <br />the number of resulting parking spaces serving the building, <br />the effect on adjacent parking lots, and whether or not an <br />URM (Unreinforced Masonry) building upgrade is involved. <br /> <br />15. Provide coordinated signage directing the public to those <br />lots open to public use. <br /> <br />16. Pursue negotiations with Alameda county regarding the use of <br />the former Southern Pacific right-of-way as temporary lots <br />during the reconstruction of Main Street. <br /> <br />17. Adopt the long-term parking plan as a planning tool to <br />enable the City to have a mechanism to require additional <br />parking areas where they can be consolidated with existing <br />lots as properties develop or convert to commercial. <br /> <br />18. Locate employee parking lots in outer areas, such as the <br />former Southern Pacific right-Of-way. <br /> <br />19. Create mid-block pedestrian walkways between Main Street and <br />rear parking lots. <br /> <br />20. Minimize curbcuts on Main Street. Provide aacess to parking <br />lots from side and parallel streets. <br /> <br />2 <br />
